Job Summary:

The Arizona Attorney General’s Office Operations Division/Budget and Finance Section is seeking an Accounting Supervisor. This position will Supervises the day-to-day operations of the Payroll and Travel Unit within the Budget and Finance Section. Specifically, this position will:
  • Ensure payroll/travel is processed thoroughly, accurately and timely.
  • Process payroll requires great attention to detail due to the large number of funding sources our office has, the natural attrition within the office, and the continual changes to employee labor distributions.
  • Direct staff and follows-up to ensure all payroll changes including new hires, resignations, terminations, handwrites, prior period adjustments are handled timely.
  • Be responsible for tracking and reconciling journal entry activity; overseeing the processing of employee reimbursements; reviewing bi-weekly financial reports and maintaining and reconciling the AZ360 statewide payroll system.
  • Maintain the internal control structure through the review of payroll activity, reconciliations, financial data, procedures and controls.
  • Ensure state accounting rules are followed and all travel claims are accurate, timely and compliant with State accounting rules. Travel processing is a critical, highly complex function.
  • Apply accounting and payroll policies and office procedures when supervising subordinates and making decisions.
  • Exercises a good deal of judgement when dealing with payroll and policy issues.
  • Train and motivate employees through leadership, emphasizing employees' skills, knowledge and abilities and contributing to a positive work environment.
  • Carry out personnel duties including performance reviews and disciplinary actions.
Remote Options: This position may be eligible for Remote Work two days a week.

This position may offer the ability to work remotely two days a week based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Supervises the processing of payroll and verifies that State and AGO policies and procedures are adhered to. Reviews supplementals (new hires, terminations, salary increases, adjustments etc.), handwrites, AZ 360 HRM system reconciliation, and audits "Employee Time Entry Labor Distribution" input. Ensures that all employees are paid the correct amount and on a timely basis. Reviews and analyzes payroll audits prior to being released to requesters. Handles difficult inquires from internal customers requiring considerable expertise.

Directs and instructs subordinates in carrying out all phases of travel and employee travel reimbursements. Reviews and approves all travel claims for accuracy, timeliness and conformance to travel manual policies. Monitors travel claim turnaround times to ensure agency time frames are adhered to. Submits exception requests and other forms to GAO as necessary, as well as monitors status.

Answers questions of a non-routine nature from subordinates that may require in-depth problem solving. This includes questions related to AZ360 HRM and various database systems.

Prepares correspondence dealing with subject matter in ways that call for considerable discretion and involve some judgement or negotiation, replying to inquires presenting and requesting information. Memorandums are periodically distributed to the entire agency.

Retrieves, accumulates, reconciles and analyzes data from automated systems essential to the operations of the Office including data needed for external and internal auditing purposes, reconciliations, OSPB and JLBC reports, closeout and final reports.

Trains staff. Attends ADOA State Travel and Payroll Meetings. Prepares performance reviews, counsels subordinate workers, evaluates work and formulates plans for improvement.

Involved in the process of maintaining, establishing and implementation of policy and procedures for the agency. Has authority to write policies but must be reviewed by the Accounting Unit Manager.

Attends and participates in meetings to determine the needs and format of automated reports and other fiscal needs. Gives and receives information, participates in discussions, problem resolution and decision making.

Knowledge, Skills & Abilities (KSAs):

KNOWLEDGE
  • Knowledge of sound supervisory practices, organizational methodologies and quality management techniques.
  • Knowledge of a complex agency funding structure.
  • Knowledge of Generally Accepted Accounting principles {GAAP).
  • Knowledge of the principles, concepts and practices of governmental accounting, internal control structures and fiscal management
  • Knowledge of inter-agency service agreements, federal grants and revolving fund requirements.
  • Thorough knowledge of the State accounting systems AZ360 FIN and HRM advanced spreadsheet, database, reporting and word processing applications.
  • Knowledge of the State of Arizona accounting manual, applicable agency manuals, federal regulations and Arizona Revised Statutes.
  • Knowledge of inter-agency service agreements, federal grants and revolving fund requirements.
  • Knowledge of federal and state rules and regulations as they apply to each appropriation, account or grant.

Selective Preference(s):

The ideal candidate has a strong governmental accounting background, excellent communication skills, systems knowledge and a passion for working in a challenging and fast-paced Public Service work environment.

Pre-Employment Requirements:

  • Bachelor’s Degree in accounting or a closely related field required; One year experience at the Accountant 4 level or equivalent.
  • Travel is required for this position. A valid Arizona Driver’s License is required, along with consent to have your driving record run periodically.
