JOB TITLE: Acquisition and Program Management Analyst - SME

LOCATION: Huntsville, AL

REPORTS TO: On-site Government Executive

FLSA STATUS: Regular Full-Time Exempt

SUMMARY: SABG is hiring an Acquisition and Program Management Analyst Subject Matter Expert to support the Missile Defense Agency (MDA) in Huntsville, AL. Analyst will support Defense of Guam Executives and Senior Leaders with day-to-day mission planning.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.

  • Provide acquisition assessment, oversight, documentation, and assistance to support Missile Defense Agency (MDA) Missile Defense System (MDS) development across all phases of the acquisition life cycle
  • Conduct analysis and assessments, and develop decision-support tools to maintain and manage MDS baselines
  • Develop and maintain key acquisition documentation, including acquisition strategies and plans, contract requirements packages, industry engagement materials, source selection plans, contract opportunity and fee documentation, baseline management plans, data and property acquisition management documentation
  • Support Acquisition Strategy Development and Approval to establish and maintain program baselines
  • Provide Post-Award Contract Administration support, including preparing acquisition reviews and reports for the Development Baseline Review and developing artifacts and materials for OSD-level reviews related to Product Development Decisions
  • Support the development, coordination, and execution of acquisition-related Agreements
  • Provide Inter- and Intra-Agency Acquisition Requirements Support to ensure effective collaboration and compliance with government standards
  • Assist with acquisition reviews, briefings, and documentation to support program management and decision-making processes
  • Provide comprehensive support to the Agency’s senior leadership and supporting organizations in the areas of strategic planning, executive communications, and organizational initiatives
  • Support strategic planning and review processes, including: conducting day-to-day mission planning activities, reviewing and analyzing documentation for meetings and operational forums, assessing Missile Defense System (MDS) strategies, options, and acquisition strategy efforts in development or execution, providing analytical results, recommendations, and decision-support materials for leadership, preparing briefings, developing reports, and identifying best practices to enhance agency strategic planning
  • Support strategic communications and both internal and external communications for Agency Executives, Senior Leadership, and Functional organizations
  • Assist in the preparation of executive correspondence, briefings, and presentations, including information papers, decision memoranda, speeches, remarks, talking points, and opinion articles
  • Ensure consistency of messaging across internal documents, coordinating reviews and resolving comments or issues
  • Process and coordinate documentation requiring external release, including foreign disclosure and public release approvals, in coordination with the Public Affairs Directorate (PA)
  • Facilitate executive meetings and travel, ensuring effective coordination and documentation of leadership engagements
  • Provide resource management and internal initiative support, contributing to the execution of critical agency priorities

SUPERVISION: This position has supervisory responsibilities

MINIMUM QUALIFICATIONS: Has specialized relevant knowledge and works as a member of the team and assists with solving complex problems. Advanced level working knowledge, skills, and abilities using Microsoft Office and Adobe software suites is required (Graphics capabilities a plus). To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed are representative of the knowledge, skill, and ability required.

EDUCATION AND/OR EXPERIENCE:

  • BA/BS in related field with 15 years relevant experience; MA/MS, MBA, PMP or DAWIA Level III certification may substitute for 3 years of experience. War College and Pentagon experience desired
  • 5 years as a program manager/deputy program manager or leader for a Federal or Defense Acquisition program(s)
  • 5+ years leading an acquisition team and delivering critical complex acquisition products across multiple acquisition programs
  • 15 years directly supporting a Federal Acquisition or DoD program(s) as an acquisition/program analyst overseeing cost, schedule, and performance
  • Ability to lead a program through DoD milestones or MDA’s Major Defense Acquisition Programs (MDAP) equivalent
  • Ability to draft Acquisition Executive program correspondence/status reports, i.e. memorandums, EXSUMs, white papers, and Ad Hoc reports

LANGUAGE SKILLS: Ability to read, analyzes, and interprets governmental regulations. Ability to write reports, business correspondence, and/or procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS: Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to question activities and issues in all functional areas and make sound business decisions based on that data.
