Job Title:

Admin Specialist (Fleet)

Job Purpose: (Using action verbs, write what’s done? the area of impact, expected outcome & its result)

  • Ensure the safe, efficient, and economical operation of the employee transport fleet and service vehicles. This is achieved through meticulous route planning, direct supervision of drivers and vehicles.
  • Management of all field trip/mission operations and cost review.
  • Maintain full commitment to Lafarge's global safety standards and approved operational policies. The job aims to support the continuity of the production process by providing an excellent and safe transport service for employees, while continuously working to rationalize expenses and improve operational efficiency


Key Accountabilities:

1-Health & Safety:

  • Adhere to and enforce relevant legislation and policies, ensuring the maintenance of the highest safety standards and safe work practices.


2-Functional:

  • Plan, coordinate, and monitor the movement of the employee transport fleet and service vehicles to ensure their timely arrival at work sites and adherence to the highest safety standards.
  • Establish approved routes for all employee transport vehicles and modify them, if necessary, after approval.
  • Manage and coordinate employee field trips/missions and related costs.
  • Follow up on the finalization of licensing, renewal, transfer of ownership, and accident insurance for all vehicles owned by the cement plant.
  • Follow up on authorized maintenance centers and external workshops for the maintenance of company-owned vehicles managed by the administrative sector.
  • Coordinate with the Medical Department to facilitate the transportation of employees in emergencies (ambulances & emergency vehicles).
  • Cooperate with company sectors to drive the production process in the best way by facilitating all required movement management capabilities while working to reduce expenses and maximize profitability according to company policy.
  • Monitor the performance of the service provider and track vehicle movement to match attendance/departure and mission schedules, prepare the monthly invoices for the provided service, and ensure their accuracy.
  • Ensure the implementation of approved Standard Operating Procedures (SOPs) for movement management, in accordance with Lafarge's policy.
  • Study requested, permanent, or designated operations to work towards cost savings.
  • Update the employee transport fleet and monitor trips via GPS tracking devices and in-car surveillance cameras.
  • Follow up on the requirements of the Road Safety Department and ensure compliance by everyone (vehicles & individuals).
  • Train current and new drivers on safe defensive driving, including the completion of paperwork and medical examinations.
  • Create a complete driver file with all paperwork, training records, and driver-specific medical examinations.
  • Full responsibility for drivers within the plant and continuous follow-up on their accommodation and living conditions within Lafarge.

  • Ensure Transport Efficiency and Safety: Commitment to daily scheduling deadlines and prevention of accidents and injuries.
  • Cost Control: Review vendor invoices accurately and achieve savings in operating expenses.
  • Maintain Fleet Continuity: Ensure timely renewal of licenses and insurance and complete maintenance without delay.
  • Driver Management and Qualification: Complete their files, provide continuous training, and maintain team stability.
  • Compliance with Regulations: Apply Safety Procedures (SOPs) and Lafarge's internal policies and protect company assets.
  • Continuous monitoring of transport activities during the shift to identify and resolve any environmental problems or violations immediately upon discovery (e.g., leaks, unusual emissions, or improper waste disposal).
  • Ensure full compliance with local environmental laws and LafargeHolcim Group's global sustainability policies.
  • Analyze operational data (arrival times, vehicle breakdowns, user complaints) to identify the root causes of recurring problems in transport service.
  • Provide practical, data-driven recommendations for Process Changes (e.g., modifying routes, maintenance schedules, or driver training programs) aimed at improving the quality and efficiency of the service provided to employees.


Knowledge, Skills & experience:

Education:

  • Intermediate/Post-Intermediate/Higher qualification with strong experience in transportation and fleet management


Technical Skills:

  • Fleet Management: Monitoring and maintenance of buses and cars + fuel consumption
  • Route Planning: Planning transport routes and shifts based on capacity and need.

  • Systems Use: Proficiency in Excel, Oracle/SAP, and GPS Tracking
  • Cost Control: Monitoring costs and the monthly budget, and negotiating with suppliers

  • Vendor Management: Managing contracts and evaluating the performance of transport companies
  • Reporting: Preparing daily/monthly reports on attendance, mileage, and costs.


Experience:

  • 2 – 5 years of experience in Fleet management.

Job Context:

  • LCE plant (remote area 93 KM from Cairo)
  • Water well ( remote area 37 km from plant )
  • Meeting with both Electrical and water authorization coordinators “ Cairo , Suez & Ismailia “
  • Week end attendance and stay some days at plant for some critical tasks
  • May be exposed to dust, pet coke dust , noise , electrical hazardous and high temperature environment
  • Operation support 24 hours continues through phone call.


Work Details:

  • Work Schedule: The employee works a fixed schedule (e.g., Sunday to Thursday), but must adhere to employee start and end times, which may sometimes require early arrival or late departure to cover all shifts and ensure smooth transport operations. Irregular overtime may be required in emergencies or during peak operational periods.
  • Pressure Level: Moderate to high work pressure is expected, as transport operations are directly linked to official work hours, requiring strict adherence to schedules and accuracy. The role requires the ability to work under pressure and make quick decisions when dealing with sudden requests, field breakdowns, or last-minute plan changes.
  • Health Requirements: The job requires a good level of physical fitness to move across the vast plant grounds for vehicle inspections. Full compliance with personal safety procedures (e.g., wearing a helmet and safety shoes) is mandatory in production or bus parking areas.
  • Level of Responsibility: The role carries a high level of responsibility for the safety and security of employees during transportation, as well as responsibility for company assets (vehicles).


Work Risks:

  • The employee may be exposed to moderate risks, primarily:
  • Movement Risks: Resulting from movement within the plant, which contains moving equipment and machinery.
  • Environmental Risks: Such as exposure to noise, dust, and high temperatures when present in outdoor areas.
  • Accident-Related Risks: The possibility of dealing with minor road accidents or sudden bus breakdowns.


I nternal Control Item:

Every job owner is fully responsible for:

  • Timely and efficient implementation of all country Internal Control plans, Group Internal Control, and external audit action plans to close gaps.
  • Designing, documenting, and implementing appropriate processes for the job and ensuring the operation of controls, with reference to the LafargeHolcim Internal Control Framework.
  • Developing and updating documentation (such as policies, procedures, flowcharts including narrative, etc.) for the processes and controls under their responsibilities, and ensuring that local procedures fully comply with Group policies, procedures, and Internal Control standards.
  • Defining the action plan and ensuring appropriate follow-up and completion (procedure update, new control application, and all other related activities).
  • Informing the Internal Control department of changes in processes in a timely manner.
