DEFINITION

Under general supervision, to plan, organize, coordinate, and supervise the development of the County Assessment Roll; to perform a variety of the more complex, specialized support work in the preparation of assessment rolls, master property records, and personal property records; to perform a variety of administrative support assignments for the County Assessor's Office; and to do related work as required.

DISTINGUISHING CHARACTERISTICS

This is the first full supervisory level in the Assessment Assistant/Assessment Technician/Senior Assessment Technician class series. This classification is a for cause, exempt position The incumbent has responsibility for overseeing and supervising the development and maintenance of the County Assessment Roll. In addition, the incumbent has responsibility for performing a variety of the more complex, support functions in the preparation of assessment rolls, master property records, personnel property records, and in performing a variety of administrative support work for the department.

Assessment Assistant, Assessment Technician, and Senior Assessment Technician.

Examples of Duties

ESSENTIAL FUNCTIONS

Plans, organizes, participates in, and coordinates the development and maintenance of the County Assessment Roll; supervises and trains assigned staff; maintains and updates the unsecured roll; checks the accuracy of computations on unsecured agricultural and business property statements and audits; prepares assessment roll corrections, cancellations, refunds, and escaped assessments; assists the public with completing and filing requisite property statements and other forms; participates in and assists with establishing and implementing Department administrative procedures; gathers data and assists with the development of a variety of required department reports; prepares comprehensive reports; compiles annual budget data and requests and prepares expenditure requests for designated accounts; assists in preparation of the annual budget; maintains and updates a variety of statistical information; coordinates Assessment Roll functions with other county departments and government agencies; maintains and updates department personnel and payroll records; assembles and gathers data for presentations and meetings; works with department computers and software in maintaining and updating assessment roll and related appraisal data and information; performs a wide scope of administrative support functions, including travel arrangements, transcription of materials from shorthand and machine recording; provides a variety of public information and assists the public with the processes and procedures of the Assessor's Office; and in the absence of the Assessment Office Manager, has general responsibility for supervision of the administrative support staff in the Assessor's office.

Knowledge of:

  • Functions, legal provisions, policies, and procedures of the Assessor's Office.
  • Basic knowledge of codes and laws affecting the ownership and appraisal of property.
  • Basic knowledge of methods and procedures used in appraising property.
  • Methods and practices of updating and maintaining assessment rolls.
  • Good public relations techniques.
  • Computers and software used in maintaining Assessor's Office records.
  • Modern office management methods and procedures.
  • Principles of supervision, training, and employee evaluation.

Desired Skills:

  • Plan, organize, and coordinate the maintenance and updating of the County Assessment Roll.
  • Provide supervision, training, and work evaluation for assigned staff.
  • Perform a variety of complex, specialized Assessor's Office technical support and assessment roll maintenance work, exercising independent judgement.
  • Perform a variety of fiscal and administrative support work.
  • Read and understand codes, statutes, and information related to Assessor's Office support work.
  • Gather, organize, and interpret data and information, drawing logical conclusions.
  • Prepare a variety of reports.
  • Type at a speed necessary for successful job performance.
  • Take dictation and/or transcribe from machine recordings at a speed necessary to successful job performance.
  • Make mathematical calculations quickly and accurately.
  • Work with computerized information systems and use a computer for maintaining and updating assessment roll and property information.
  • Deal tactfully and courteously with the public and other staff when explaining the functions and policies of the Assessor's Office.
  • Establish and maintain cooperative working relationships.

Typical Qualifications

Training and Experience:

Any combination of training or experience that would provide the knowledge and skills to successfully perform the listed duties is qualifying. A typical way, but not required, to obtain the required knowledge and skills would be:

  • Three years of previous work experience comparable to that of a Senior Assessment Technician in Siskiyou County.

Special Requirements:

  • Possession of an appropriate and valid driver's license.

TYPICAL PHYSICAL REQUIREMENTS

Sit for extended periods; frequently stand and walk; lift and move objects weighing up to 25 pounds; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX.


TYPICAL WORKING CONDITIONS

Work is performed in an office environment; continuous contact with other staff and the public.
