    Position Title: Administrative Assistant II, Human Resources and Payroll Specialist

    Reports To: Education Associate, Human Resource Officer

    Description of Position:
    The Administrative Assistant II, HR and Payroll Specialist position will be responsible for all department payroll functions, will provide support to the Human Resource Office on financial tasks and will be responsible for pension preparation and verification of State service. This position will be responsible for a wide range of functions in the State’s Payroll/Human Resource Statewide Technology (PHRST) system and First State Financials (FSF) to include, but not limited to, voucher payments, purchase orders, PCard transactions, payroll funding adjustments (PFA), query reports, accounts receivable/deposits and other duties as necessary. The Administrative Assistant II, HR and Payroll Specialist is responsible for providing customer service to the Department and external customers.

    Major Responsibilities:
    Payroll Management
    • Calculate, each pay period, salary adjustments as applicable for short term disability, workers’ compensation, salary docking, salary increases, retroactive adjustments, etc.
    • Calculate casual/seasonal employee compensation and report ACA weekly hours.
    • Reconcile payroll.
    Financial Management
    • Process payroll funding adjustments (PFAs) as required for DOE employees using FSF.
    • Prepare, monitor, and close purchase orders for Human Resources Office.
    • Prepare vouchers and intergovernmental vouchers paid for by Human Resources workgroup in FSF.
    • Process PCard transactions in FSF.
    • Maintain Time and Effort spreadsheet and electronic certifications for federally funded staff in DSC.
    Pension Preparation and Verification of State Service
    • Prepare documents for personnel retirements and enter into the PenApp system.
    • Calculate all termination leave payouts (retirements, resignations, etc.)
    • Assist employees with the pension benefit calculator when needed. Review pension documents with employees and advise employees of financial options available upon termination regarding deferred compensation, tax sheltered annuities, and sick leave buy-in.
    • Research and prepare verification of state service for employees to determine pension creditable service and adjusted service dates.
    Provides assistance with the hiring process and benefits.
    • Process direct deposit and W4 forms.
    • Maintain EDP page for new and current employees.
    • Order business cards.
    • Assist with new hire orientation.
    General Duties
    • Attend PHRST Key End User, Benefits, and other related meetings.
    • Serve as a back-up to the Human Resources Administrative Assistant III-I.
    • Perform other duties as assigned.
    Essential Qualifications:

    Education: Minimum high school diploma or GED; bachelor’s degree or some college coursework preferred.

    Experience:
    • Experience with the State’s Payroll/Human Resource Statewide Technology (PHRST) system as it relates to payroll required.
    • Experience with PHRST as it relates to human resources and benefit administration preferred (includes familiarity with searching for and hiring new employees, maintaining, and changing employee data, enrolling employees into benefits, managing benefit changes and running reports
    • Knowledge of workers’ compensation, short-term disability, family medical leave and donated leave programs preferred.
    • Experience with First State Financials (FSF).
    • Experience in governmental accounting is preferred.
    • Proficient in Microsoft Office Software to include Word, Excel, Outlook, and PowerPoint.
    Skills:
    • Must have excellent communication skills, handling questions and concerns with speed and professionalism.
    • Ability to thrive in a fast-paced environment and multi-task without sacrificing attention to detail.
    • Ability to perform responsibilities with minimal supervision.
    • Ability to set priorities and work under pressure.
    • Must have excellent interpersonal skills and the ability to deal with staff in a tactful, congenial, and personal manner.
    • Ability to prioritize a wide range of tasks with competing deadlines and importance.
    • Discretion and confidentiality are essential.

    Salary:
    Salary Range: $45,715.80 - $67,259.00 annually. The final salary will be determined based on the candidate’s education and experience in accordance with the Department of Education’s compensation policy. The position includes a comprehensive benefits package including health, dental, and vision insurance, participation in the state retirement program, annual, sick, and personal leave, and supplemental benefits options. Direct deposit of payroll checks is a condition of state employment, and employees are paid on a lag pay schedule with the first payment made after approximately one month of employment.
