Currently looking for a Administrative Manager.
Main Duties
Local Compliance & Policy Research
10%
1. Conduct in-depth research on Turkish labor law, social security policies, tax regulations, visa/work permit procedures, etc., and compile reports to support headquarters decision-making.
2. Assist headquarters in establishing an "Employee Handbook" and various HR/Admin policies and procedures that comply with Turkish legal requirements.
Recruitment
15%
1. Post job vacancies on local mainstream recruitment channels (e.g., LinkedIn, Kariyer.net, Eleman.net) based on the recruitment plan approved by headquarters.
2. Independently execute the full recruitment cycle: initial resume screening, phone interviews, interview scheduling, background checks, and issuing offer letters.
3. Focus on recruiting production line operators, frontline supervisors, and local administrative support positions.
Employee On/Offboarding & HR Management
15%
1. Execute procedures for employee onboarding, offboarding, transfers, and contract renewals.
2. Maintain employee personnel files (both physical and electronic), ensuring accuracy and confidentiality.
3. Manage employee attendance and leave records, and accurately submit them to headquarters or external payroll providers.
4. Handle the signing, filing, and other procedures for local employees' labor contracts, ensuring 100% legal compliance.
5. Coordinate work permits, residence permits, and accommodation arrangements for expatriate Chinese employees.
6. Assist in organizing new employee orientation training, introducing company culture, policies, and safety regulations.
7. Assist in handling basic employee relations issues, acting as a communication bridge between management and employees.
Compensation & Benefits

1. Liaise with local payroll providers or banks to ensure accurate and timely payroll processing.
2. Manage social security, provident fund contributions, and other statutory benefits for local employees.
3. Assist headquarters in implementing and communicating company benefit programs.
Training & Development

1. Assist headquarters in identifying local training needs.
2. Organize and coordinate local training activities (e.g., work safety training, job skills training).
Admin System Setup & Management
15%
1. Ensure the smooth operation of local administrative tasks.
2. Establish initial administrative procurement, asset management, and daily office procedures.
3. Be responsible for daily office environment management, security, cleaning, plants, and other logistical support.
4. Manage company vehicles, flight bookings, hotel reservations, and other travel services.
5. Handle the procurement, inventory management, and distribution of office supplies, drinking water, etc.
6. Receive visitors, answer phone calls, and handle daily correspondence and documents.
Culture & Communication
15%
1. Assist in organizing cultural exchange activities for Chinese and Turkish employees to promote team integration.
2. Provide basic Turkish-Chinese translation support when needed to ensure smooth communication.
Qualifications & Basic Requirements
Education
Bachelor's degree or above. Preference for majors in Human Resource Management, Business Administration, Administrative Management, or related fields.
Experience
1. Minimum 3 years of relevant experience in Human Resources or Administration.
2. Experience in a factory or manufacturing environment is preferred.
3. Experience participating in new factory/company setup projects is preferred.
Language
1. Must be fluent in Turkish (Native proficiency).
2. Good command of Chinese (Mandarin) communication skills (listening, speaking, reading, writing), enabling effective work communication with Chinese management.
3. Good English proficiency is preferred.
Knowledge & Skills
1. Proficiency in Turkish labor laws, social security, and provident fund policies is a fundamental requirement.
2. Proficient in using MS Office software (Word, Excel, PowerPoint).
3. Excellent communication and coordination skills, problem-solving ability, and service orientation.
4. Outgoing personality, proactive, strong resilience, and ability to adapt to a multi-tasking work environment in the start-up phase.
5. High sense of responsibility and confidentiality awareness.
