Position Information



The Pennsylvania Office of Consumer Advocate (OCA) seeks a full-time Administrative Officer I. The OCA is the statutory representative of Pennsylvania utility consumers before the Pennsylvania Public Utility Commission (PUC), federal regulatory agencies, and state and federal courts. An Administrative Officer can expect to perform a variety of administrative tasks in coordination with other staff, both legal and non-legal, to assist in the operations of the OCA.

Salary and Benefits

Full-time employees receive all Commonwealth health (including dental and vision), pension and other benefits for management personnel.

Telework: Part-time telework is a potential feature of this position. The salaries for these positions will generally depend on the qualifications and experience level of the applicant and can fall within the following ranges:

Administrative Officer I $50,328 - commensurate with experience.


Examples Of Duties




  • Prepare utility expert witness contracts, purchase orders, and amendments.
  • Responsible for troubleshooting/maintenance/service and monthly reporting on all office equipment.
  • Review and verify proposal amounts for utility expert witness contracts, purchase orders, and amendments with contract justifications for processing.
  • Review invoices from expert witnesses, process for approvals, and payment.
  • Prepare all necessary purchasing documents for office supplies, subscriptions, publications, office-paid memberships, equipment and furniture.
  • Submit maintenance work orders.
  • Function as travel and conference coordinator, including completing required agency and registration forms and travel arrangements.
  • Prepare and submit all travel expense reports for all staff.
  • Assist vendors with questions on the vendor portal.· Assist with administrative tasks involving existing staff, new hires, resignations, and retirements.
  • Reconcile purchasing card transactions.·
  • Function as Timekeeper, including SAP leave entry and preparation of certain staff payroll timesheets for processing.
  • Coordinate OAG surplus/facilities collections.· Maintain state vehicle, complete monthly vehicle reporting requirements and submit pool vehicle requests.

Minimum Experience and Training



  • Two years of experience in progressively responsible and varied office management or staff work, including
experience in personnel management, budgeting, or procurement; and a bachelor’s degree; or
  • Any equivalent combination of education, experience, and training.
  • Detail oriented and well organized.
  • Strong oral and written communication skills.
