What You'll Do:

BHSH is looking for a dedicated candidate to join our team as an Administrative Professional 3. This role provides essential operational support to the Ryan White Part B Program and serves as a liaison between the HIV Care Services (HCS) section of the bureau and the Third-Party Administrator (TPA). The position is responsible for researching, verifying, and reconciling payments for services to ensure accurate application to clients' insurance coverage. This work ensures clients receive timely access to the medical care necessary to improve health outcomes and reduce the spread of HIV.

The position also supports the processing of provider agreements, helping maintain a comprehensive network of service providers across all 88 counties. As the primary role responsible for these functions, this position plays a key part in ensuring program integrity and supporting fiscal compliance with federal grant requirements. Primary duties:

  • Monitors TPA cost center budget and reviews and authorizes reimbursements to providers.

  • Creates expenditures in TPA web portal.

  • Conducts research for returned and refunded checks and authorizes action to TPA to resolve payment inquires.

  • Consults with HIV Community Based Services & Ohio Drug Assistance Program teams regarding exceptions and training issues as needed.

  • Independently verifies client eligibility, reviews and processes special processing and Rx exceptions and uploads them into the Ryan White Database and TPA database.

  • Follows up on inquiries of findings and maintains record of exceptions for time-limited period.

  • Provides guidance and support to subrecipient staff (e.g., claims processors, case managers) regarding the Ryan White Fee Schedule.

Additionally, the position performs administrative, secretarial, and clerical tasks for the HCS section:

  • Independently formulates responses to complex and/or sensitive inquiries
  • Prepares written and verbal correspondence to/from a variety of sources
  • Plans and coordinates program activities within the section (e.g., schedules meetings and secures meeting space)
  • Provides technical assistance/guidance to program staff and subgrantees
  • Represents program administrator at meetings as requested
  • Receives, opens, logs, and distributes incoming mail
  • Greets and directs visitors
  • Maintains inventory of general office supplies and orders as needed
  • Maintains files and retrieves information
  • Prepares records retention and disposal schedules and arranges record transfers
Qualifications

30 months of experience or training in secretarial/administrative professional field.

OR

Completion of associate core coursework in secretarial science or business office applications from accredited career school or community college AND 12 months of experience in secretarial/administrative professional field.

OR

12 months of experience as Administrative Professional 2, 16872.

  • Or equivalent of Minimum Class Qualifications For Employment noted above.

  • Experience interpreting rules and regulations relevant to business operations
  • Experience performing different functions within Excel (e.g., creating tables, charts, sorting or filtering data)
  • Experience with accounting software systems
  • Experience with Microsoft Office Software (e.g., Excel, Word, Outlook, PowerPoint, Access)
  • Experience preparing or processing purchase orders, invoices, or requests for purchases
  • Experience in research and analysis to produce comprehensive reports
  • Experience with solution-based problem solving (e.g., fixing recurring errors, managing workload with limited resources, streamlining processes)
  • Experience communicating verbally and in writing

ALL ANSWERS TO THE SUPPLEMENTAL QUESTIONS MUST BE SUPPORTED BY THE WORK EXPERIENCE/EDUCATION PROVIDED ON YOUR CIVIL SERVICE APPLICATION.

Unless required by legislation, the selected candidate will begin at Pay Grade 30, Step 1 of the OCSEA Pay Range Schedule ($25.77/hr.), with an opportunity for pay increase after six months ($26.76/hr.) of satisfactory performance and then a yearly raise thereafter.
