Job Description and Duties

Under the general direction of the Internal Budget Office Administrator III, the incumbent is responsible for managing the Department Resource Oversight Unit. The incumbent oversees the work of the Department Allotments and Analysis supervisor and the Division Budgeting analysts who perform financial resource analysis for Divisional and Departmental budgets. The incumbent oversees the most complex and sensitive work related to Franchise Tax Board (FTB) tax and non-tax personal services and operating expenses & equipment (OE&E) budget, commonly referred to as Schedule 3. The incumbent frequently communicates with the Divisions' Budget Offices to help establish departmental allotments, baseline budgets and monitor actual spending, and presents findings to senior management regarding the fund condition. The incumbent is responsible for responding to inquiries as they relate to FTB Tax and Non-Tax resources and acts as the subject matter expert. As the first line supervisor, the incumbent uses their leadership skills to develop staff and provide them with direction and guidance to resolve difficult technical resource problems.

Working Conditions

  • This position is eligible for limited remote working within California based on departmental guidelines and operational need. FTB has a minimum in-office requirement of two days per week for all positions including those that are eligible for telework. This is subject to change.
