Affordable Housing Program & Finance Manager (Housing Advocacy & Community Development)

SALARY

The minimum salary is $75,306.40 annually.
This position is not eligible for overtime (exempt); however, the city has a compensatory time leave program for employees that grants leave time for hours worked in excess of forty hours.

GENERAL DESCRIPTION


The purpose of this classification is to work with the Affordable Housing Board to study housing market conditions, propose affordable housing programs, evaluate the financial design of proposed affordable housing projects, and coordinate with government and partner agencies to monitor and evaluate affordable housing in Lexington.

MINIMUM REQUIREMENTS

  • Bachelor's degree in Business, Finance, Accounting, Public Administration or a field related to the job
  • Six (6) years of related experience with housing developments and financing
  • Additional years of related education may substitute for years of experience
  • Additional years of related experience may substitute for years of education

ESSENTIAL FUNCTIONS

  • Applies deep knowledge of single-family and multi-family developments and affordable housing finance, including loans, grants, tax credits, bonds and mortgage structures
  • Reviews and analyzes applications from housing developers, including complex financial and development data
  • Ability to make independent, high-impact decisions that affect multi-million-dollar funding
  • Decides whether projects are financially sound, using detailed math and underwriting methods
  • Recommends projects to receive funding and presents recommendation to the Affordable Housing Board of Directors
  • Works with the Law Department to finalized contracts and complete financing process
  • Ensures compliance with all Affordable Housing Fund requirements
  • Prepares activity reports and presentations for the Board of Directors, city officials and the public
  • Performs affordable housing research and studies including strategic planning and assessing housing needs in Lexington
  • Supervises the Affordable Housing Specialist position
  • Performs other duties as assigned
