Job Duties

“The Virginia Department of Health (VDH) is dedicated to protecting and promoting the health of Virginians. The VDH is made up of a statewide Central Office in Richmond and 33 local health districts.

Provides critical support services in ensuring that all procurements are done in accordance with the Code of Virginia and the Department of General Services, Division of Purchasing and Supply regulations as well as enhancing operational efficiency and effectiveness.

Independently provides procurement technical consulting assistance services and providing training opportunities to staff. Makes recommendations for improving procurement and related operations. Provides contracting assistance and guidance in all areas of procurement management and grant related contracts services to offices, programs, and health districts.

Reviews and assists with Quick Quotes, manages Request for Proposals (RFPs) and Invitations for Bids (IFBs), and negotiates and awards contracts for complex goods and services.

Promotes proper procurement methods, the electronic commerce and electronic procurement (eVA); uses SWaM initiatives in conjunction with the Department of Small Business and Supplier Diversity.

Assures compliance of Small Purchase Card, contract compliance and quality assurance/review of procurement administration.

Minimum Qualifications

Working knowledge of Commonwealth of VA procurement policies and APSPM procedures; familiarity with Federal procurement laws for purchase of goods and services in compliance with state, federal and grant awards

Ability to analyze data and manage programs, communicate effectively, both orally and in writing and in training sessions

Considerable experience in public or private procurement

Considerable experience with Microsoft Office Suite

Experience and understanding of the Small Purchase Charge Card program

Additional Considerations

Experience related to purchasing/and or material management

Virginia Contracting Officer (VCO), Certified Professional Public Buyer (CPPB),
Certified Public Procurement Officer (CPPO) or Certified Purchasing Manager
(CPM)
