Agency Senior Budget Analyst - Budget

Job Location: This position will be located at 205 Jefferson St., Jefferson City, MO 65101.

The Budget section is responsible for preparing and presenting the Department's annual budget request, implementing and monitoring the approved budget, preparing fiscal responses as requested by the Legislative Oversight Division and providing additional information requested by the Office of Administration, Governor's Office, House of Representatives and Senate.

Responsibilities - What you’ll do

Budget:

In June, meet with each fiscal liaison to review prior year’s budget forms and make suggestions for improvement. Assist liaisons in developing new performance measures as needed.
In July, assist Chief Budget Officer with budget meetings with each division/office to determine new decision items or core changes needed in the next year’s budget.
Review Budget Instructions and ensure department budget is prepared in compliance with requirements.
Using the templates provided by OA Budget and Planning, draft forms, prepare instructions for agency use in submission of budget request, send forms to fiscal liaisons, and coordinate responses received.
Provide technical advice and assistance to department staff and agency officials in the preparation of departmental budgets.
Examine budget forms and estimates for completeness, accuracy, and conformance with procedures regulations and prevailing policies.
Code in MOVERS new decision items and changes in cores.
Attend Budget Hearings as requested.
Assist with duties of the Budget Section as requested.
Assume duties of Chief Budget Officer in that position’s absence.

Legislation and Fiscal Notes:

Interpret and formulate responses to time-sensitive legislation to determine fiscal impact.
Log, track, and coordinate with divisions/offices within the department to provide the fiscal impact for proposed legislation, as well as initiative petitions. This includes combining the various responses into one cohesive response.
Maintain the fiscal note tracking spreadsheet.
Serve as department liaison with Legislative Oversight staff.
Provide documentation regarding the fiscal impact of bills as requested by management.
Assist with time sensitive legislative requests and meet the strict deadlines required in the legislative process.
Demonstrate regular, reliable, and engaged attendance.
Qualifications - All you need for success Minimum Qualifications:
Bachelor’s degree in business administration, accounting, or finance from an accredited college or university and three years of experience in accounting, budget or related field with in-depth knowledge of the budget process, legislative process, and political system.

OR

Seven years of experience in accounting, budget or related field with in-depth knowledge of the budget process, legislative process, and political system, and possession of a high school diploma or equivalency.
