Purpose of the APW
The aim of this assignment is to develop a detailed implementation plan for a comprehensive index for measurement of women’s health and development status in Low- and Middle-income countries to be piloted in Pakistan at federal and provincial levels.
Background
Women and girls comprise roughly half of Pakistan’s population but face persistent challenges in a patriarchal society. Factually, sustainable development and inclusive growth hinge on the full participation and empowerment of women. Existing frameworks for measuring women’s health focus predominantly on clinical and mortality outcomes without integrating the multidimensional nature of women’s health determinants like socio-economic, environmental factors, harmful practices and gender-based violence which uniquely and disproportionately affect women intergenerationally at global and local levels. This gap limits the ability of policymakers and health systems to develop effective equitable interventions that account for the real needs of women particularly in LMICs.
WHO Pakistan being part of the Women’s Health Metrics Learning Cohort under Gates Foundation Grand Challenges 2025 on Innovative Data and Modeling Approaches to Measure Women's Health, is developing a Women’s Health & Development Index (WHDI). By integrating health outcomes with intersectional domains like socio-economic, cultural, political and environmental determinants, WHDI will provide a multidimensional measure revealing disparities nationally and sub-nationally. It will enable targeted, equity-focused policymaking, track SDG progress, and strengthen advocacy for investment in women’s health & development. With this background, WHO Pakistan is engaging a Health Statistician to support in development of a detailed action plan for the WHDI development with intention to pilot at federal and provincial levels in Pakistan.
Key objective: To provide technical expertise as Health Statistician for the development of detailed implementation plan on WHDI using available indicators/proxy indicators at national and sub-national levels.
Scope of work:
The APW holder will be responsible for the following task:
- Development of conceptual framework and mapping of data from existing sources;
- Provide support in establishment of the technical Advisory group (TAG)
- Coordinate with relevant stakeholders and partners for data collection.
- Review, analyse and generate reports on key indicators related to women’s health and development, in consultation with the TAG
- Share monthly updates for sharing with supervisor and facilitating in the achievement of program related objectives.
- Perform any other tasks assigned by the supervisor as per the program activities.

Manager: Public Health Specialist (Health Promotion and Determinants)
Qualifications and Expertise:
Qualifications required
Individual consultant/firm: At least Master’s degree in Statistics or Public Health or Information Technology (IT). Demonstrable knowledge of Health Information Systems, public health/primary health care issues in Pakistan.
Experience required
- At least 4-5 years of similar work experience in Pakistan and experience of working with government and/or UN agencies.
- Excellent interpersonal oral communication, and documentation skills.
- Ability to meet tight deadlines and to work effectively under pressure.
- Computer skills and report writing skills.
- Demonstrated experience in managing and analysing large datasets.
- Strong research and analytical skills, with the ability to gather and synthesize information from various sources.
- Proficiency in relevant software applications for data analysis, report writing, and visual presentation.
Language requirements
- Fluent in English (reading, speaking and writing)
- Knowledge of local languages for effective communication at field level.
Place of assignment
The selected candidate will be based in Islamabad. (field travel may be required)
