MNS is hiring an Air Quality and Noise Analyst to provide technical expertise on air quality and noise to support Environmental Compliance (CEQA/NEPA) projects and to expand our CEQA/NEPA services throughout California. The Air Quality and Noise Analyst will support the preparation of air quality (AQ), greenhouse gas (GHG), health risk, noise, vibration, and energy impact analyses for projects undergoing CEQA and NEPA review. Additionally, this role will support the development of technical studies, climate action plans, and general plan elements. This role involves conducting technical assessments, preparing environmental and planning documentation, and ensuring compliance with federal, state, and local environmental regulations. This position has the option of being remote (with the ability to be in an office when necessary), or hybrid (sharing time between one of the nine California offices and home).


Essential Duties and Responsibilities

MNS Engineers is seeking a self-driven, detail-oriented Air Quality and Noise Analyst to support the expansion of our services involving AQ, climate change, GHG, health risks, noise, vibration and energy impact analyses. Job duties include:

  • Conducting technical analyses and peer review on AQ, GHG, health risks, noise, vibration, and energy in support of CEQA/NEPA technical sections and documents.
  • Conducting AQ emissions modeling using tools such as CalEEMod, EMFAC, OFFROAD, AERMOD, MOVES, and other relevant tools. Knowledge of federal, state, and local governmental regulations concerning AQ, GHG emissions, and health risks, such as the Clean Air Act, Assembly Bill 32, Title 24, and Title V Permitting.
  • Evaluating project consistency with applicable AQ and GHG plans (e.g., AQMP, SIP, CARB Scoping Plan) and regulations (e.g., Clean Air Act, CARB regulations).
  • Conducting noise and vibration modeling using tools such as FHWA Traffic Noise Model, SoundPLAN, Roadway Construction Noise Model, and other relevant tools.
  • Performing short-term and long-term noise measurements throughout California with occasional, distant travel to other regions in the State. Knowledge of noise measurement procedures and use of noise meters.
  • Staying current on regulations, policies, and methodologies from local, regional, state, and federal agencies such as CARB, EPA, Caltrans, FHWA, FTA, and local air districts relevant to AQ and noise.
  • Assisting preparation of climate action plans and general plan elements, including quantifying GHG emissions inventory and forecast and drafting GHG emissions reduction measures and general plan policies.
  • Supporting thought leadership and MNS name recognition by participating in conferences and serving in professional organizations.
  • Coordinating with interdisciplinary teams including planners, engineers, and environmental scientists.
  • May include limited supervision and training of entry-level staff. Ability to coach, mentor, and develop staff.
Requirements:

  • Bachelor’s degree from an accredited college or university with a major in Physical Science, Meteorology, Atmospheric Science, Engineering, Acoustics, Physics, Environmental Science, or a related field.
  • Master’s degree in a related field is preferred.
  • Minimum of 3 years of experience with AQ, GHG emissions, health risk assessments, climate action plans, toxic air contaminants, noise, vibration, and energy analyses to support CEQA and NEPA documents. Experience with transportation conformity and General Conformity under NEPA is desirable.
  • Proficiency with AQ and noise modeling tools and software and Excel applications.
  • While experience in both air quality and noise is desirable, competitive candidates with experience in only one service area but willing to learn the other are welcome to apply, and MNS will provide training in the other service area.
  • Strong technical writing, data analysis, and analytical skills with attention to detail.
  • An articulate and persuasive communicator, both one-on-one and in front of large groups.
  • A high energy, passionate, forward thinking, results-oriented, team player, and resourceful leader.
  • Ability to handle critical conversations with internal staff, managers, and leaders.
  • Valid California Class C driver's license and an acceptable driver’s record are required.
