Airborne Operations/Inspection Supervisor -Chief Supervisor/Pilot Mosquito Control Division

Major Functions

The County of Volusia is seeking an Airborne Operations/Inspection Supervisor (Chief Pilot) for the Mosquito Control Division. This position is located in New Smyrna Beach, Florida, and will be responsible for highly professional, technical, and supervisory work in the use of aircraft for the purpose of aerial inspection, larviciding, and adulticiding operations of the Mosquito Control Division.

Illustrative Duties

(NOTE: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.)

  • Plans, directs, and supervises all helicopter flights.
  • Pilots helicopters. Performs aerial inspections and larviciding of mosquito production sites in a variety of wetland and comparable habitats.
  • Dynamic work schedule to include aerial adulticiding flights over rural and residential areas after sunset and before sunrise with the use of Night Vision Goggles (NVG) in response to mosquito activity and disease threats.
  • Performs pre- and post-flight inspections to ensure safe operation of aircraft and spray equipment.
  • Supervises the aircraft maintenance staff, pilots, and other ground support personnel necessary for all airborne operations.
  • Coordinates with supervisors and inspectors to provide aerial reconnaissance of potential mosquito habitats. Supports inspectors when large or "difficult to larvicide" sites are discovered.
  • Responsible for all training requirements and record keeping for the airborne section and airborne operation personnel, including the aviation mechanic.
  • Schedules, supports and coordinates flights with Federal, State and local authorities as approved by the Mosquito Control Director and/or appointing authority.
  • Responsible for proper flight performance, and maintenance of all records and reports of flights and aerial operations as required by Federal Aviation Authority (FAA), United States Environmental Protection Agency (USEPA), Florida Department of Agriculture and Consumer Services (FDACS), and Florida Department of Environmental Protection (FDEP) and other regulatory agencies.
  • Ensures safe flight performance margins for every operation, and that all are conducted in accordance with the Volusia County Mosquito Control (VCMC) Standard Operating Procedure, applicable parts of Federal Aviation Administration (FAA) 14 CFR, Part 91, Part 137, and the FAA Congested Area Plan.
  • Prepares all necessary documentation and pursues completion of the annual renewal of FAA Certificate of Authorization under Federal Air Regulations.

  • Prepares all necessary documentation and pursues completion of the annual renewal of fuel tank registrations.
  • Prepares all necessary documentation and works with FAA to pursue completion of the annual renewal of the Division's Congested Area Plan.
  • May assist with aircraft maintenance.
  • Performs maintenance test flights following all major repairs and overhauls.
  • Responsible for coordinating with division staff for airborne section participation in educational and public information presentations.
  • Responsible for developing and implementing safety programs, procedures and inspections relating to aerial operations.
  • Responsible for annual updates to district Emergency Management Plan.
  • Assists personnel with calibration and characterization of spray equipment utilizing a variety of wet and dry formulations.
  • May be assigned to other locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Minimum Requirements

  • Graduation from high school or possession of a GED.
  • Minimum flight experience of 1,500 hours in helicopters with 150 hours in turbine powered helicopters.
  • Possess and maintain a Commercial Pilot's License with rotorcraft rating.
  • A comparable amount of education, training or experience may be substituted for the minimum requirements.
  • Must meet all FAA requirements. Possession of current class II flight physical.
  • Must possess within 30 days of appointment and maintain thereafter a valid Florida Driver's License.
  • Must, within six (6) months of appointment, be certified in State of Florida Public Health Pest Control and in Aerial Application of Pesticides.
  • Assignments to this position require successful completion of a one (1) year probationary period.

Knowledge, Skills & Abilities

  • Knowledge of helicopter flight capabilities, limitations, operations, emergency procedures, piloting, repair, and maintenance needs.
  • Knowledge of FAA flight regulations, restrictions, and record keeping requirements.
  • Knowledge of potential hazards and mitigations in aerial application of pesticides for mosquito control.
  • Knowledge of rules related to the safe operation of equipment and the handling of pesticides utilized for aerial applications.
  • Able to prepare records and reports.
  • Able to utilize a laptop or tablet, global positioning system (GPS), aerial guidance systems and/or comparable device.
  • Able to gain knowledge of the habitats of mosquitoes and the identifying characteristics of the principal mosquito species common to this area.
  • Able to provide guidance to skilled and unskilled personnel.
  • Able to establish and maintain effective working relationships with peers, supervisors, support personnel and the general public.
  • Able to work and make independent decisions with minimal supervision and under stress in non-routine situations.
  • Able to react promptly and effectively in emergency situations.
  • Able to communicate effectively both in writing and orally.
  • Skilled in piloting helicopters in varying weather conditions, both day and night.
  • Skilled in completing flight operation logs and other aircraft flight documentation.
  • Able to apply this knowledge within an integrated mosquito management program.
  • Able to work under stressful conditions.
  • Able to communicate effectively both orally and in writing.
  • Must be able to relocate to other county locations based upon operational needs.
  • Rotorcraft agricultural spraying experience is desirable.

ADA REQUIREMENTS:
Physical Demands: Medium to heavy work. Ability to traverse undeveloped, uneven, wet broken terrain including wooded and marshy areas. Visual acuity (peripheral vision, depth perception, color acuity) necessary to operate motorized equipment and review schematics. Able to talk, hear, reach, walk, bend, squat, kneel, grasp, pull, push. Physical requirements as required by class II flight physical. Ability to lift and carry (75 lbs.) Finger dexterity.

Environmental Demands:
Inside and outside work. Ability to tolerate inclement weather including rain, humidity, cold, heat, dust, fumes, odors, chemicals, insects, saltwater, salt air.

Mental Demands: Ability to perform shop math. Ability to write documents relaying information, data, and details. Ability to read and comprehend technical manuals and instructions, safety instructions, memos, reports, policies, procedures, and instructions. Ability to speak clearly and concisely to peers, public and professionals, conversant in theory and practices of discipline. Ability to write reports, summaries, instructions, procedures, memos, and letters.
