Position Title:
Airport Civil Inspector III (May underfill as a Level II or I)Job Description:
This position serves as a technical expert in civil inspection providing leadership, mentorship, and guidance to lower-level inspectors while representing the Division on complex construction projects. The incumbent ensures compliance with approved plans, specifications, codes, standards, and applicable federal, state, and local regulations. Work includes inspections of water, sewer, stormwater, drainage, underground electrical, grading, and paving based on department needs. Employees maintain detailed records, monitor contractor activities, and ensure safety, quality, regulatory conformity, and contract compliance. Incumbent issues “Nonconformance Report (NCR)” and acts as the Airports field representative.About the Position:

In this position, you’ll serve as a technical expert and trusted field representative on complex construction projects. You’ll oversee inspections across airfield and landside systems, including paving, utilities, drainage, and stormwater, ensuring compliance with plans, safety standards, and regulatory requirements. You’ll also mentor and guide junior inspectors, collaborate with contractors and stakeholders, and help drive high-quality project delivery that supports safe and efficient airport operations. Position Hourly Range:
Airport Civil Inspector III: $32.49 - $40.23/hr
Airport Civil Inspector II: $29.47 - $36.47/hr
Airport Civil Inspector I: $26.72 - $33.09/hr

Typical Duties:
Monitors construction activities to ensure adherence to approved plans, specifications, codes and safety standards, escalating issues, and support timely resolution.
Conducts field inspections to confirm project quality, regulatory conformity, and contract compliance.
Acts as a liaison between project teams, contractors, and Division stakeholders to communicate requirements, schedule impacts, and relevant project information.
Participates in pre-construction and weekly construction coordination meetings to establish expectations, clarify milestones, and support collaborative problem-solving.
Maintains clear and accurate project records, including daily reports, testing results, as-built documentation, and construction logs.
Supports verification of completed work quantities to facilitate accurate contractor payments.
Utilizes engineering software, GIS tools, and measurement techniques to assist with design reviews, project analysis, and documentation.
Reviews safety practices—including traffic control, trenching, confined space procedures, and public protection—to promote safe work environments.
Oversees compliance with applicable regulatory standards, including Federal Aviation Administration (FAA) requirements, and ensures alignment with Salt Lake City Department of Airports (SLCDA) policies and procedures.
Responsible for the inspection of airfield and landside electrical, water, sewer, storm drain, grading, paving, and striping on runways, taxiways, aprons, roadways, parking lots, and utility corridors.
Performs routine inspection tasks while providing guidance to level I and level II Inspectors.
Performs other duties as assigned.
Minimum Qualifications:
Airport Civil Inspector III:
High school diploma or equivalent plus four (4) years of construction or utility experience; one year of which must have been performing public infrastructure or utility inspection.
Two (2) years of post-high-school education in a construction related field (construction management, engineering, etc.) may be substituted for two (2) years of the experiential requirement.
Incumbents must obtain re: American Public Works Association (APWA) Certified Public Infrastructure Inspection (CPII) certification or department approved equivalent within 6 months of hire date.
Knowledge of utility, building, and zoning codes and applicable local, state, and federal code.
Knowledge of construction standards, civil inspection methods and testing procedures pertaining to paving, grading, utilities, drainage, stormwater management, and erosion control.
Ability to read plans, use computer applications, and perform basic construction related math.
Strong communication skills with the ability to work with diverse stakeholders.
Ability to use electronic devices for fieldwork and recordkeeping.
Physical ability to navigate construction sites, use hand tools, and respond to emergencies as needed.
Valid driver’s license or Utah driving privilege card.

High school diploma or equivalent plus two (2) years of construction or utility experience; one year of which must have been performing public infrastructure or utility inspection.

Airfield civil construction experience desired but not a must.

All position changes are contingent upon the availability of funding and alignment with organizational needs. To be considered for promotion to the Civil Inspector II, employees must meet the following criteria:
Consistently perform at a satisfactory or higher level in their current role
Meet all established minimum qualifications for the higher classification.
Receive a recommendation from their supervisor or manager.
Obtain approval from the Manger and Human Resources.
Airport Civil Inspector II-III:
All position changes are contingent upon the availability of funding and alignment with organizational needs. To be considered for promotion to Civil Inspector III, employees must meet the following criteria:
Consistently perform at a satisfactory or higher level in their current role

Working Conditions:
Considerable exposure to hazards on construction sites when inspecting structures. Exposure to multi-story elevations, cramped quarters, temporary stairs and planks, temperature extremes, dust, noise, power equipment and vehicular traffic.
Intermittent exposure to stressful situations as a result of human behavior and the demands of the position.
May be required to facilitate emergency response after hours.
Extended hours may be required to facilitate project goals and completion.
