Incumbents in this position are responsible for supervising subordinate Airport Police Sergeants, Airport Police Officers, and support staff/clerical staff.
Essential Functions and Responsibilities:
- Oversees the operation of a shift, section or division ensuring effective and efficient handling of workload including analyzing information and recommending changes in working conditions, methods or procedures.
- Supervises or conducts investigations of criminal activity or internal investigations in, but not limited to, use of force, deaths, accidents, employee conduct both on and off duty, and on-the-job injuries; ensure reports are completed in a timely manner.
- Directs surveillance activities, search and rescue efforts, and tactical operations, including coordinating police actions with other agencies and with other units/Bureaus of the Department.
- Plans, organizes, and coordinates personnel, equipment, and resources to effectively handle canine Division activities including training, evaluations, searches, documentation/record keeping, special events and selective enforcement assignments, and develop proactive deployment and enforcement plans.
- Supervises uniformed and civilian staff for a shift or section ensuring useful and successful handling of workload including work assignment balance, reviewing reports, preparing the necessary daily records and writes complete, concise and coherent reports for a variety of purposes and evaluates reports for continued investigations.
- Assesses the performance and competency of subordinates and completes annual performance/service rating forms, providing positive and constructive feedback when appropriate; counseling employees when necessary; investigating and recommending disciplinary action when appropriate; providing counseling and resolution to problems.
- Develops and implements policies and procedures applicable to section/bureau duties and responsibilities.
- Identifies training needs; arranges for needed training; develops an atmosphere conducive to professional growth; conducts training.
- Develops subordinate capabilities through goal setting and career development.
- Assists in the preparation of the budget.
- Makes presentations and/or special arrangements in the airport community, including special groups, airport community organizations/airlines and leaders, special business groups, the military, government and other law enforcement entities, and Department employees related to Department policies or procedures.
- Attends and/or conducts briefings and debriefings.
- Acts as liaison with federal law enforcement authorities and other police agencies.
- Coordinates law enforcement efforts with other agencies.
- Enforces or directs the enforcement of Federal, State and St. Louis County laws and ordinances, Department policies, General/Special Orders, and standards of conduct.

- May represent Airport Police Bureau Commander/Airport Police Chief in his/her absence.

- Human Interaction: Requires the ability to provide first line supervision. Ability to persuade, convince, and train others. Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations.
- Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, calibrate, tune and synchronize, and perform complex rapid adjustment on equipment, machinery and tools such as a firearm, motor vehicle, baton, hand-held radio, personal computer, and/or related police equipment and office materials used in performing essential functions.
- Verbal Aptitude: Requires the ability to utilize a variety of advisory data and information such as evidence records, criminal reports, vehicle inspections, complaint investigation reports, performance evaluations, billing invoices, police manual, code and ordinance books and non-routine correspondence.
- Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages and decimals.
- Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
- Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in critical and/or unexpected situations involving moderate risk to the organization.
- Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as dirt, odors, wetness, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic/poisonous agents, violence, disease, or pathogenic substances.
- Physical Requirements: Requires the ability to lift, carry, push and pull objects and materials of moderate weight, twelve (12) to twenty (20) pounds, such as moving office equipment and stocking supplies. Tasks involve the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling in order to perform patrol duties.
- Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, sounds, odors and textures associated with job-related objects, materials and tasks, such as identifying suspects and evidence. The use of a firearm requires the ability to distinguish objects clearly at both close and far-range.
Other Requirements:
- Must be available to work varying shifts including nights, weekends, holidays, and overtime.
- A ten year background investigation will be conducted in accordance with FAA regulations for positions at St. Louis Lambert International Airport.
Qualifications
A high school diploma or General Educational Development (G.E.D.) certificate; plus two years of experience as an Airport Police Sergeant by the time of application.
Certification: Must be certified as a Police Officer by the State of Missouri.
Deputization: Must be deputized as a Police Officer by St. Louis County, Missouri.
License: Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. Please note type of license, number, class and expiration date on the Employment Application. Only qualified applicants who provide proof of a valid driver’s license will be considered for this position.

City Residence Preference Points
City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
