General Description and Classification Standards
The Airport Utility Manager will manage the City of Atlanta Department of Aviation’s efforts to promote sustainable use and conservation of natural resources, including natural gas, energy and water. Under the purview of the Dept. of Aviation’s Sustainability Team, the Airport Utility Manager will be responsible for the management and continuous improvement of the Airport’s energy management system in alignment with ISO 50001 Energy Management standards.

Essential Duties & Responsibilities

This role will be an integral part of the Airport’s sustainability programs and contribute to its Sustainability Management Plan by actively advocating for the use of renewable and sustainable energy resources, setting targets for energy and water reductions, developing solutions for carbon emissions management, and offering training for energy and water efficiency throughout the Airport.
The individual will utilize a range of tools and software to monitor and manage energy and water efficiency across all Dept. of Aviation-managed facilities. Responsibilities include, but are not limited to, establishing and maintaining dashboards to track the efficiency of energy, water, and other utility usage; benchmarking conservation measures against industry best practices; and monitoring consumption trends to support the identification of energy reduction initiatives for the Dept. of Aviation and the broader Airport decarbonization efforts in pursuit of Net Zero by 2050, and other Airport sustainability goals.
As the Dept. of Aviation liaison with local utility service providers, this individual will coordinate new utility connections, review and approve utility invoicing, and negotiate and optimize usage rates.
This role will involve budgeting for utility costs across Dept. of Aviation-managed facilities, tracking budget versus actual spend, identifying and addressing any gaps, and working closely with relevant stakeholders.
This position will be required to work collaboratively with various internal departments providing technical analysis, review, measurement, and verification projects.
This individual is responsible for providing utility-related data for ACA and ESG reporting, supporting the Airport’s efforts to achieve its net-zero, clean energy, and other Airport sustainability goals.

Knowledge, Skills, and Abilities
The proponent is expected to exhibit detailed knowledge, skills, and abilities of the following:
Knowledge of ISO 500001 Standards and their Certification Process
Working knowledge of conducting feasibility studies, including cost analysis, project economics, and implementation complexity, as well as incorporating energy conservation measures
Knowledge and experience with HVAC, control, electrical systems, and proficiency with energy and water analysis tools
Ability to read, analyze, and interpret plans, specifications, contract documents, control drawings, service bulletins, technical procedure manuals, equipment specifications, and governmental regulations
Ability to write reports, business correspondence, and procedure manuals
Ability to effectively present information and respond to questions from top management, customers, and service personnel
Working knowledge of budget preparation and management
Proficiency with building utility management systems
One or more of the following certifications are preferred:
Sustainable Facility Professional (SFP)
Certified Energy Manager (CM)
Leadership in Energy and Environmental Design Accredited Professional (LEED AP)
Certified Facility Manager (CFM)
Project Management Professional (PMP)
Essential Capabilities and Work Environment
The typical work environment is in a Department of Aviation office space. However, the proponent is expected to visit projects in the field under all weather conditions. The proponent is also expected to visit project sites at night or on weekends as work and project circumstances dictate.
