Ambulatory Primary Care Physician Leader - Addiction Medicine

ABOUT THE POSITION




The Riverside University Health System Department of Behavioral Health seeks physician candidates for the Substance Abuse Prevention and Treatment Programs in the desert communities of Riverside County, CA.
The incumbent will provide care to members within county outpatient clinics following the Drug Medi-Cal Organized Delivery System (DMC-ODS). DMC-ODS is a program designed for the organized delivery of substance use disorder (SUD) treatment services to eligible Medi-Cal members with SUDs, by providing a continuum of care modeled after the American Society of Addiction Medicine (ASAM) Criteria for SUD treatment services. This role is critical in supporting the county mission of improving health outcomes and reducing the impact of addiction in local communities.

Responsibilities of the Role:
  • Provide comprehensive medical evaluations and ongoing care for members with substance use disorders.
  • Prescribe and manage Medication-Assisted Treatment (MAT), including buprenorphine and naltrexone.
  • Collaborate with behavioral health teams to ensure integrated care.
  • Monitor member progress and adjust treatment plans as needed.
  • Maintain compliance with all federal, state, and county regulations related to addiction treatment.
  • Participate in program development and quality improvement initiatives within RUHS DMC ODS clinics.
Ideal Candidates will have:
  • Experience in prescribing MAT and managing patients with co-occurring disorders.
  • Familiarity with outpatient addiction treatment programs and integrated care models.
  • A minimum of 1 year of experience in addiction medicine preferred, but new physicians with appropriate training will be considered.
  • A strong commitment to serving underserved populations in a community health setting.
Job Details:
  • The schedule for this position is a 4/10 (subject to agreement with candidate).
  • The primary worksite is the Palm Springs SAPT clinic -191 N. Sunrise Way, Palm Springs, CA 92262 with telehealth coverage to other Desert/county SAPT/outpatient clinics.

EXAMPLES OF ESSENTIAL DUTIES

General Responsibilities:

  • Conduct medical examinations for patients; diagnose medical conditions; screen for and provide resources as needed for social determinates of health; order diagnostic testing; prescribe and administer treatment and/or medication.
  • Assist in directing and supervising the work of residents, interns and medical students in an assigned field.
  • Act as a resource to Nurse Practitioners and Physician Assistants in the group.
  • Demonstrate professionalism in all actions, including interpersonal skills, as well as compliance with RUHS policies and organizational objectives, including organizational mission and values.
  • Maintain documentation of care to substantiate coding, in accordance with standards required by Joint Commission, Health Resources and Services Administration (HRSA), state, and federal guidelines; maintain appropriate records and complete medical documentation, including review of labs and diagnostic testing within the RUHS policy guidelines.
  • Consult with members of other agencies concerning problems related to the operation of public health programs.
  • Act as the primary consultant to staff regarding the medical aspects of the public health programs; review public health programs to ensure compliance with state policies and regulations.
  • Instruct Registered Nurses and other medical staff in the care and treatment of patients; determine necessity for referral and refer persons requiring special diagnostic procedures or treatment to appropriate sources.
  • Participate in clinical quality programs, including responsibility for own quality metrics and compliance with RUHS policy and state and federal requirements; address patient quality metrics at each clinical encounter.

MINIMUM QUALIFICATIONS

Experience: Successful completion of a residency training program accredited by the Accreditation Council for Graduate Medical Education (ACGME) OR by the American Osteopathic Association (AOA) and Board Certification in that medical specialty (required by time of hire).

License/Certificate: Possession of a current valid Physician's and Surgeon's Certificate issued by the State of California without restrictions. Possession of a current valid Drug Enforcement Agency registration.

Possession of a valid California Driver's License may be required.

Knowledge of: The principles and practices of modern medicine; current techniques, procedures and equipment applicable to primary care or the specialized medical field; principles of effective supervision.

Ability to: Plan, organize, direct, and coordinate specialized medical services; perform specialized medical services; supervise and instruct professional and technical personnel; develop and present educational programs for medical students, interns, resident physicians, and ancillary medical staff; maintain records and prepare comprehensive reports; work effectively with staff, patients and others.
