Support analytical and policy activities underpinning the financial oversight of Government-Related Entities (GREs). Assist in the implementation of the GRE Debt & Dividend Policies and contribute to evaluating GRE financial performance, credit standing, and borrowing submissions under the direction of senior team members. Contribute to the assessment of GRE dividend proposals and support the analysis to determine appropriate and prudent dividend levels. Provide analytical inputs that enhance decision-making, promote governance transparency, and strengthen management of GRE debt.
- Policy Development and Governance:
o Support the formulation, review, and implementation of the GRE Debt Governance Policy and Dividend Policy under the guidance of senior team members.
o Assist in collecting data, benchmarking international practices, and preparing inputs for periodic policy updates and governance reviews.
- Debt Sustainability and Risk Monitoring:
o Assist in maintaining and updating GRE debt sustainability frameworks in line with Dubai’s fiscal and risk management standards.
o Support the development and enhancement of analytical tools and templates used to monitor GRE debt levels and sustainability indicators.
- Credit Assessment and Rating:
o Support the preparation of GRE credit assessments through compiling required information for financial analysis, business, industry risks and peer benchmarking.
o Conduct periodic country, industry and business research to be up to date on latest developments influencing the credit assessment of GREs.
- Borrowing and Dividend Recommendations:
o Assist in reviewing GRE borrowing and guarantee requests in accordance with the GRE Debt Governance Policy.
o Prepare Certificates of Approval (CoA) and Dividend Decisions for circulation to GRE management in line with the approval framework.
- Reporting and Decision Support:
o Prepare periodic reports for DOF internal leadership in line with existing reporting practices and obtain review and approval of Head of Section for final submission.
o Support in preparing analytical reports, dashboards, and policy briefs to support high-level decision-making and policy formulation.
o Prepare periodic GRE financial performance and debt database in line with the submissions provided by the GREs.
o Assist in compiling information for management presentations and submissions to senior committees.
- Stakeholder Coordination:
o Coordinate with GRE representatives for data collection, policy implementation follow-up, and clarification of submissions.
o Support interactions with financial institutions, consultants, and other stakeholders whenever required.
o Support preparation of materials for meetings with various stakeholders
- Knowledge Sharing and Mentorship Support
o Support knowledge-transfer sessions within the Section.
o Assist in onboarding and guiding new team members.
- Learning and Development:
o Participate in internal training on modelling, debt-management principles, and analytical tools.
o Seek mentorship from senior colleagues to enhance analytical capability.
o Perform additional tasks as required to support the Division’s/Unit’s objectives and mandate.
