Salary: $7,296.66 – $11,319.60 per month

The State Recruiting Office will refer all inquiries regarding this exempt position to the Office of the Ombudsman.
This position functions primarily as an Analyst, receiving, investigating, and evaluating complaints about the administrative acts of most government agencies and officials of the State of Hawaii. This position also includes the additional function of maintaining the office’s computer network, equipment, and software. Please note that this position is not a computer/network analyst position.
Duties Summary for Analyst (Investigator) role (90-95 percent of the position):
LEGAL AUTHORIZATION TO WORK REQUIREMENT: The State of Hawaii requires all persons seeking employment with the government of the State to be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
KNOWLEDGE: Applicants should have an understanding of general investigation principles and research procedures, interviewing and report writing techniques, and the structure of Hawaii government.
SKILLS/ABILITIES: For the Analyst role, applicants should be able to work independently; be quick learners with good memory retention and recall; be detail oriented; have strong organizational skills; possess strong and effective listening, speaking, and writing skills; be able to write clear and concise reports; be able to analyze large amounts of oral and written data to identify key and relevant information; be able to deal with difficult individuals and situations; and be able to operate standard office equipment, including Windows-based computer equipment and software.
For the Computer Systems Specialist role, applicants should have sufficient knowledge to manage and maintain Windows-based virtual servers configured as a Hyper-V Failover Cluster, including SQL Server and Exchange Server, as well as on-premise backup programs such as Veritas Backup Exec and endpoint security programs such as ThreatDown.
EDUCATION: Bachelor's degree from an accredited college or university. At the discretion of the Ombudsman, relevant work experience may be substituted for the education requirement.
EXPERIENCE: Two (2) years of progressively responsible work experience in conducting investigations that includes research and analysis is preferred. Previous experience dealing with the public and researching public inquiries is preferred. In addition, at least six (6) months of hands-on experience performing the duties identified for the Computer Services Specialist role is preferred.
This is an in-office (not remote) position located in the Capital Historic District, Oahu, and is an at-will position and exempt from civil service. Therefore, if you are appointed to the position, you may be discharged from your employment at the prerogative of the Ombudsman at any time.
