Experience Only:
Seven (7) years of relevant experience in accounting, analyzing business operations, analyzing functionality of systems for business solutions, gathering user requirements, delivering systems/software training, writing or mapping processes and/or user acceptance testing.
OR
Education and Experience:
Bachelor's degree from an accredited institution in Business Analysis, Business Administration, Management InformationSystems, Computer Science,
Finance and/or Accounting or a related degree as determined by the Department.
AND
3 years of professional experience in accounting, analyzing business operations, analyzing functionality of systems for business solutions, gathering user requirements, delivering systems/software training, writing or mapping processes and/or user acceptance testing.
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years.
Preferred Qualifications:
The ideal candidate will possess the following skills:
Experience in Accounting and Tax Accounting
State experience with GenTax
1 or more years of experience with Functional Testing and facilitating User Acceptance Testing (UAT)
Additional years of experience as a business analyst
Experience facilitating requirements gathering sessions
Experience documenting user stories/business requirements
Experience developing and managing test cases
Facilitating UAT Experience
Experience working in an Agile/ Scrum environment
Experience supporting an existing software solution, including completing version upgrades
Ability to work as a part of a team and accept supervision
Experience managing a team's workload as the lead

International Institute of Business Analysis
Operational Work Leadership: Proven experience as a "pacesetter" in a technical environment, specifically in distributing workloads, monitoring team progress, and establishing work standards.
Agile Methodology Mastery: Advanced proficiency in using the Agile Software Development process for requirement gathering, application development, and iterative testing.
Expert-Level Business Analysis: Deep expertise in performing "To-Be" analysis, identifying process efficiencies, and converting complex business interviews into technical developer requirements.
End-to-End Quality Assurance: Demonstrated experience designing and executing comprehensive User Acceptance Testing (UAT) and regression test plans.
Platform Maintenance & Operations: Background in supporting high-level technology platforms and solutions, preferably within a tax or government revenue environment.
Complex Project Management: Skill in creating and implementing management plans for concurrent software design projects while managing competing resources and hard deadlines.
Strategic Liaison Skills: Ability to act as a primary point of contact between executive leadership, business users, and external vendors to resolve outstanding system concerns.
Consultative Problem Solving: Capacity to offer guidance on complex process improvements and apply broad knowledge to resolve core organizational problems.
Employee Development: Experience coaching team members on performance issues, training needs, and technical work techniques.
Conditions of Employment with the CDOR:
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.
Pursuant to the Universal Driving Standards Policy (Download PDF reader), any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.
To be compliant with the new fleet vehicle policy, Motor Vehicle Records (MVRs) will be pulled for review for workers who:
Have an assigned State fleet vehicle
Are required to operate a vehicle as part of the position
Utilize a State fleet vehicle as a pool vehicle
