Analyst, Sr Fiscal, REF

Summary:
The Analyst, Senior Fiscal, will perform highly technical and supervisory duties coordinating the analysis and review of department/agency budgetary procedures relating to present fund utilization and current and projected re-appropriation requests. The Analyst, Senior Fiscal, will provide analytical support related to school district and charter school programs’ cost reports.



SUPERVISORY EXPECTATIONS: Manage assigned clerical staff and subordinate professional personnel in one or more sections of the department. Take responsibility for the overall direction, coordination, and evaluation of assigned teams. Carry out supervisory responsibilities in accordance with the district’s policies and applicable state and federal laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Responsibilities:
  • Prepares school district and charter school program cost reports.

  • Designs automated reports to assist in analyzing district and charter school financial operations.

  • Prepares documentation to support federal funding for district operations.

  • Reviews audited and unaudited charter school financial statements.

  • Develops guidelines for charter school financial reporting.

  • Prepares financial analyses of district programs.

  • Analyzes district financial operations as requested by senior district administration, and, as needed, summarizes results of operations, evaluates district financial management, and makes recommendations to improve financial operations.

  • Develops guidelines and procedures to maintain best business practices and to assist in achieving district financial goals.

  • Develops analytic procedures to evaluate district operations, including charter school operations.

  • Provides supervision, guidance, and training to assigned personnel. Assigns, monitors, and reviews, work. Evaluates performance and initiates corrective action if needed.

  • Monitors continuously and analyzes data to identify areas of concern.

  • Performs technical fiscal studies; analyzes data and recommends a course of action.

  • Tracks expenses and revenues vs budget and analyzes differences.

  • Performs any other duties as assigned.

Experience: Five (5) years of increasingly responsible experience in accounting duties involving budget design, implementation and review, with three (3) years of related management or supervisory experience required. Business experience in accounting, budget, or finance may substitute for the educational requirement on the basis of two (2) years of experience for each

year of the required course work. A master’s degree in accounting or finance may substitute for two (2) years of the experience requirement.

Language Skills: Reads and interprets general business and professional journals, technical procedures, or regulations. Writes reports, correspondence, and manuals. Effectively presents and responds to questions from managers and the public.

Mathematical Skills: Works with math concepts such as probability and statistical inference, and fundamentals of geometry and trigonometry. Applies concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability: Solves practical problems and deals with a variety of concrete variables in situations where only limited standardization exists. Interprets a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills: Microsoft Office, district data systems.

PHYSICAL DEMANDS:

Physical Activities: Standing, walking, sitting, handling, keyboarding, talking, and hearing.

Lifting Demands: Up to 10 pounds.

Reaching Activities: Both dominant and non-dominant hand; overhead.

Environmental Conditions: Noise Intensity: 3, moderate.
