Applications Development Analyst(Advanced)

Scope of Work/Job Characteristics
The Applications Development Analyst will serve as the principal line of communication for the project team. The duties and responsibilities of this position are as follows:
" Ensure the analysis and design solutions are aligned with business and IT strategies that comply with the Department's architectural standards;
" Work closely with customers, Subject Matter Experts (SMEs), and team members to understand business requirements that drive the analysis and design of quality technical solutions;
" Design, code, test, implement, and support application software to ensure that it is delivered on time and within budget;
" Make recommendations regarding the reuse of existing code or the development of new code;
" Participate in component and data architecture design, performance monitoring, product evaluation, and buy vs. build recommendations;
" Provide senior-level programming support with managing expectations of diverse stakeholders and provide regular briefings for the Client executive leadership;
" Work independently and as part of a larger cross-functional team; and
" Complete activities surrounding the implementation and support of agency governance.

Required Qualifications
A bachelor's or master's degree from an accredited college or university in Computer Science, Information Systems, or other related field or four (4) years of equivalent work experience is required. Relevant experience may be substituted for education on a year-for-year basis when applicable.
The Department requires the following experience, skills, and knowledge for this position:
" A minimum of two (2) years of experience in relevant architecture;
" Advanced to expert-level knowledge and understanding of architecture, application systems design, and integration;
" Proficiency in Visual Basic (VB), C#, .NET, and VBScript;
" Proficiency in coding Application Service Provider ( ASP).NET Web applications and VBScript web pages;
" Proficiency in coding VB.NET Windows-based applications;
" Proficiency in developing eXtensible Markup Language (XML) Web Services and Server Components with VB.NET;
" Proficiency in querying Microsoft Structured Query Language (MS-SQL) using Transact Structured Query Language (T-SQL);
" Knowledge of operating systems and telecommunications concepts, computer operations procedures and systems, and SQL Server database environments; and
" Ability to prioritize workload, document processes, and cross-train programming staff.

Preferred Qualifications
The Department prefers the Candidates to have the following experience, skills, and/or knowledge for this position:
" Experience with the following inmate and offender systems within a correctional environment: roster management systems, health services utilization management systems, mental health inmate transfer systems, emergency management systems, visitation systems, accreditation management systems, grievance processes, reporting of Health Insurance Portability and Accountability Act (HIPAA) compliance data, inmate transition planning and re-entry, and work release inmate monitoring systems; and
" Experience in deploying and maintaining International Business Machines (IBM) Database 2 (DB2) mainframe web services to web-enabled applications.
