Description of Work
The Senior Applications Systems Manager provides IT leadership across multiple technical teams supporting software applications utilized statewide. This position manages the planning, development, and maintenance of applications across program domains, such as Energy Assistance, Special Assistance, and related technical workstreams. The role oversees the entire Software Development Life Cycle (SDLC), coordinates vendor engagement, and collaborates with stakeholders across DHHS divisions and partner agencies. This position is key to delivering scalable, compliant, and efficient technology solutions that support critical health and human services operations.Knowledge Skills and Abilities/Management Preferences

Experience with web application development using languages such as Java, Python, or C#.
Demonstrated experience with AWS Cloud-based solutions and low-code platforms (e.g., Salesforce, PowerApps).
Proven experience with leading large-scale IT application teams, including product strategy and lifecycle oversight.
Documented experience with Agile software development and technical project estimation.

Veteran’s and National Guard Preference

Bachelor's degree in computer science or an IT-related field or other related technical degree from an appropriately accredited institution, and six years of progressive experience, including at least three years of experience in a supervisory capacity

Associate's degree in computer science or an IT-related field or other related technical degree from an appropriately accredited institution, and seven years of progressive experience, including at least three years of experience in a supervisory capacity
OR
An equivalent combination of education and experience.
