This position may be eligible for hybrid remote work in accordance with state policy and the agency’s remote work program but does require weekly onsite work
This vacancy is open to current North Carolina state government and current UNC System employees only or previous NC state government and UNC System employees with unexpired RIF priority re-employment rights. Current temporary employees working in NC state government or in the UNC System will also be considered.
Key Responsibilities:
The Design & Collaboration Manager leads the Front-end Web Developer and Collaboration Teams within the NCDIT Transportation Web Systems unit. This role involves overseeing the development, implementation, and maintenance of NCDOT's public websites, chatbots, web applications, and collaboration/automation solutions. This position ensures projects align with NCDOT's mission-critical systems and leverages extensive experience in web design and front-end development, utilizing the latest techniques and technologies, including AI. Strong leadership skills and knowledge of emerging technologies within the Microsoft Power Platform, Azure, and Microsoft 365 technology stacks are essential for this position.
Duties include, but are not limited, to:
- Lead and coordinate the teams responsible for the development work of Web Systems, including Front-End, dashboarding, content, and collaboration teams
- Oversee requirements gathering, planning, design, support, and quality assurance for web systems and applications
- Manage web and mobile development, ensuring adherence to UI/UX standards, analytics, SEO, and SharePoint content management
- Ensure 24/7 operation of web systems and manage on-call schedules along with Help Desk functions
- Recruit, mentor, and develop managers and staff within the unit, fostering professional growth and addressing performance issues
- Plan and direct projects, establish operational standards, and manage budgets to contribute to strategic direction
- Liaise with external vendors and technology partners, overseeing all internal and external web projects
About the Division:
The Web Systems unit directs all Internet/Intranet-based application development, reports, server/system architecture, and web system maintenance for the NCDOT infrastructure. The Web Systems unit employs management, architects, application developers, web designers, and subject matter experts to meet the growing business and technological needs of NCDOT departments and external users. The Web Systems unit also creates and maintains the enterprise-wide internal (intranet) and external (Internet, WWW extranet) Web systems and services, meeting with NCDOT departments to gather requirements and establish departmental websites and other services. In addition, the Web Systems unit determines project timelines, resources, and costs for each application project, and provides leadership, vision, and direction for Internal and external web systems.

- Demonstrated ability to develop, motivate, and lead high-performing teams, including hybrid and remote staff, to achieve optimal performance. Skilled in conducting performance reviews, coaching, and fostering a positive work culture that promotes growth and team cohesion
- Capable of using persuasion and negotiation skills to build consensus and encourage collaboration across groups, along with an understanding of organizational dynamics, business goals, and change management processes within large IT organizations
- Successful completion of State of NC leadership training program, such as CPM (Certified Public Manager), Advanced Skills for Managers, NCDIT Future Leaders, NCDOT Pathways/Legacy Leadership, or NCDIT Leadership Development Program

Bachelor's degree in computer science or an IT related field or other related technical degree from an appropriately accredited institution and six years progressive experience including at least three years of experience in supervisory capacity
OR
Associate degree in computer science or an IT related field or other related technical degree from an appropriately accredited institution and seven years progressive experience including at least three years of experience in supervisory capacity; or an equivalent combination of education and experience.
