The Appraiser Application Specialist supports appraisal operations by administering mass appraisal and tax systems, performing batch processing for real and personal property assessments, and ensuring accurate generation of valuation notices, assessment rolls, and compliance reports. This position manages system security, assists with technology updates and troubleshooting, queries, reports and assists with developing in-house applications. The role also supports data integrity and regulatory compliance by processing data requests, producing analysis and reporting, and coordinating required submissions PVD and other stakeholders.
Appraisal Operations & Assessment Processing
Perform batch mass appraisal and assessment calculation jobs
Perform personal property batch calculation and posting jobs
Generate real property and personal property assessment rolls for various processes
Generate real property and personal property valuation notices
Generate personal property renditions
Process interfaces between the tax and mass appraisal system as required for processes
Create and process balancing reports between the appraisal & tax systems; resolve any issues
Systems Administration, Technology & Support
Maintain all security roles and users of the mass appraisal system
Manage and verify the security roles and users for the tax system for the office and report changes to appropriate parties
Manage, maintain, and verify the location and assignment of controlled assets in the office
Assist with reporting issues to appropriate places
Assist the Division of Information Technology (IT) with updates to systems and software
Assist in troubleshooting application issues
Provides support for Microsoft Access
Assist in maintaining the Appraiser’s Office public and internal website
Assist with duties of the Department Security Administrator
Assist IT with creating and maintaining current in-house applications
Prepare and manage technology replacement plans with office replacement cycle
Coordinate with IT our office’s technology needs through the Technology Review Board (TRB) process
Data Management, Reporting & Compliance
Process SQL data requests
Create and maintain the Residential and Commercial Sales Ratio reports by various subgroups
Assist with fulfillment process for Kansas Open Records Act requests
Coordinate with project leaders, office administration, and PVD to timely deliver all queries, reports, and analysis required for PVD annual substantial compliance
Create queries to extract data for compliance requests
Process state queries to extract data for compliance requests
Create, process, and maintain various reports and narratives for compliance
Minimum Qualifications: High school diploma or equivalent. Within 3 years of hire date has successfully completed the following courses: Orion Introduction and Overview of Basic Functionality, International Association of Assessing Officers (IAAO) Course 101 – Fundamentals of Real Property Appraisal, IAAO Course 102 – Income Approach to Valuation, Uniform Standards of Professional Appraisal Practice (USPAP), Kansas Property Tax Law. Per Sedgwick County policy, this is a driving level position that requires a valid U.S. driver’s license without restrictions and current proof of automobile insurance. Must have a properly registered and licensed passenger vehicle to use on a daily basis.
Preferred Qualifications: One year of mass appraisal experience. Bachelor’s degree from an accredited college or university in computer technology or related field.
