Job Summary:
The Apprenticeship Manager is responsible for developing, expanding, and overseeing apprenticeship opportunities for both youth and adults in Baltimore City as part of the Mayor's Office of Employment Development (MOED) overall strategy. This role requires a collaborative individual who can work across multiple divisions and with external partners to create cohesive and impactful career pathways.
Essential Functions:

Develop and expand apprenticeship opportunities by working across all divisions of the Mayor's Office of Employment Development (MOED).

Serve as a key liaison and/or partner for MOED staff on related initiatives, including TalentReady, CareerBound, and programs in collaboration with the Maryland Department of Labor (MDOL).

Work closely with the Sector Partnership Manager to align apprenticeship programs with the needs of key industries in Baltimore.

Collaborate across all MOED divisions (training, placement, employers, etc.) to ensure a seamless and comprehensive approach to workforce development through apprenticeships.

Represent MOED at professional functions and maintain effective working relationships with employers, employees, training vendors, educational institutions, and other workforce development partners.

Produce regular reports and presentations on program activity, including the number of participants, new apprenticeships created, and placement rates.

Provide technical assistance to program participants and partners.

Develop and implement project work plans for apprenticeship initiatives.

Identify, research, and evaluate potential new opportunities.

Collaborate with MOED’s Blueprint for Maryland’s Future partnership to develop youth apprenticeship opportunities

Perform other duties as required
Minimum Qualifications:
Experience: Three years of supervisory and project leadership experience. Three years of program management or related experience with a focus on workforce development or education.
Knowledge, Skills, & Abilities:

Proven experience in program development and management, ideally within workforce development or apprenticeship programs.

Strong project management and organizational skills with the ability to manage multiple initiatives simultaneously.

Excellent communication and interpersonal skills to build and maintain relationships with diverse internal and external stakeholders.

Knowledge of federal and state labor laws and regulations related to apprenticeships.

Familiarity with the Baltimore City labor market and the city's youth and adult workforce education landscape.

Strong presentation skills, ability to speak persuasively, and to close a deal.

Must be computer literate and familiar with word processing, spreadsheet, and database applications.

Ability to work collaboratively with a diverse group of stakeholders.

Knowledge of project management principles and practices.

Excellent writing, analytical, and organizational skills

Background Check
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.
Probation
All persons, including current City employees, selected for this position must complete a mandatory six-month probation.
