Job Title: Aquatics Invasive Species Budget Program Manager

Job Description:
The Aquatic Invasive Species (AIS) Program Manager is a vital, high-trust leadership role responsible for the comprehensive, statewide administration of the AIS Program from the agency’s headquarters office. This position ensures the accurate, efficient, and compliant management of all program fiscal and operational functions, including budgets, purchasing, grants, audits, and reporting. The Program Manager serves as a trusted advisor, providing essential insight, accountability, and expertise to support and drive all statewide AIS operations. Responsibilities

Financial Management & Analysis
These competencies focus on the direct oversight, execution, and analysis of program finances, ensuring fiscal health and compliance.

  • Oversee Program budgets, purchases, grants, and audits.
  • Provide fiscal guidance to the Administrative Captain.
  • Collaborate with DNR fiscal and agency partners to ensure accurate, transparent reporting.
  • Monitor expenditures, prepare fiscal forecasts, and reconcile accounts.
  • Analyze and interpret financial data to guide program decisions.

2. Program & Policy Development
This group relates to the strategic, long-term planning and quality assurance of the program's structure and goals.
  • Develops and coordinates plans and policies, resources, and mission as well as goals, vision, and expectations of the program; prepares and updates plans and priorities.
  • Monitors and evaluates programs, processes, and/or practices for quality and effectiveness; makes recommendations for improvement.
  • Develops, evaluates, or reviews plans and criteria for a variety of projects and activities; assesses the feasibility of proposals.

3. Project Execution & Control
These are the practical competencies necessary for initiating, managing, and maintaining control over specific projects.
  • Plans and manages projects and/or programs.
  • Coordinates projects and ensures adequate administrative controls, quality, and procedural efficiencies.

4. Communication & Documentation
These competencies involve creating and managing formal written materials for both financial and project-related matters.
  • Prepare correspondence, contracts, and financial documentation for leadership review.
  • Writes (or discusses) project/program plan(s), recommendation(s), and/or finding(s).

5. Advisory & Technical Support
This single competency relates to the role as an internal expert and resource for other team members.
  • Acts as a resource for management and staff; provides technical support within areas of responsibility.

Qualifications

  • Strong organizational and time-management skills.
  • Excellent written and verbal communication abilities.
  • High attention to detail, and accuracy.
  • Proficiency with Microsoft Office and financial software.
  • Sound problem-solving and analytical skills.
  • Ability to manage multiple priorities under tight deadlines.
  • Proven ability to handle confidential information with discretion.
  • An Associate’s degree or higher in Natural Resource Management, Wildlife Management, Outdoor Recreation Management, Biology, Accounting, or Finance is preferred.
  • Preference may also be given to candidates with knowledge or experience in hunting, fishing, trapping, or other outdoor recreation activities related to the division’s mission.

  • Risks found in the typical office setting, which is adequately lighted, heated, and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc. Special physical demands are not required to perform the work.
  • Some travel may be required.
  • Ability to lift 25 pounds.
  • Must successfully pass a background investigation.
  • Must possess or obtain a valid driver’s license.
