Job Title: Arabic Procurement Officer
Location: Qatar
Job Purpose:
The Procurement Officer is responsible for managing the end-to-end procurement process to ensure timely, cost-effective, and quality sourcing of materials, equipment, and services for Facility Management operations. The role involves vendor management, tendering, negotiation, contract administration, and ensuring compliance with company and client procurement policies.
Key Responsibilities:
- Manage the full procurement cycle from requisition to delivery for facility management and maintenance projects.
- Identify, evaluate, and negotiate with suppliers to obtain the best value for goods and services.
- Review and analyze purchase requisitions to ensure accuracy, completeness, and alignment with operational requirements.
- Prepare and issue RFQs, RFPs, and purchase orders in compliance with company policies.
- Develop and maintain strong vendor relationships and ensure supplier performance meets company standards.
- Monitor and track purchase orders to ensure on-time delivery and resolve any issues related to delays or discrepancies.
- Ensure compliance with company procurement procedures, ethical standards, and applicable legal requirements.
- Coordinate with technical, finance, and operations teams for specifications, approvals, and budget alignment.
- Conduct market research to identify new suppliers, cost-saving opportunities, and material alternatives.
- Assist in the development and maintenance of the approved vendor list (AVL).
- Review supplier invoices and coordinate with the finance department for timely payments.
- Support internal and external audits related to procurement activities.
- Develop, implement, and maintain procurement policies and procedures to improve efficiency and ensure compliance with organizational standards.
- Contribute to continuous improvement initiatives and support ISO and compliance documentation related to procurement operations.
- Prepare periodic procurement reports, cost analysis, and performance metrics for management review.
Qualifications and Experience:
- Bachelor’s Degree in Supply Chain Management, Business Administration, Engineering, or a related field.
- Minimum 5 years of experience in procurement or purchasing, preferably in Facility Management, MEP, or Construction industry within Qatar or GCC.
- Strong knowledge of Qatar procurement regulations, vendor management, and contract negotiation.
- Experience with ERP systems (SAP / Oracle / MS Dynamics) preferred.
- Excellent negotiation, analytical, and communication skills.
- Proficient in MS Office (Excel, Word, PowerPoint).
