Assertive Community Treatment (ACT) Director — Full Time
Location: Salisbury, MD, US
Salary Range: $70,000–$110,000 annually
Schedule: 4‑day, 36-hour workweek (Monday–Thursday!)
About the Role
HealthPort is seeking an Assertive Community Treatment (ACT) Director that provides leadership, oversight, and clinical supervision for a multidisciplinary team delivering intensive, community-based mental health services to individuals with severe and persistent mental illness. This role ensures the program operates in accordance with ACT evidence-based practices, regulatory standards, and organizational policies. The Director is responsible for staff development, program implementation, and coordination of care to promote client stability, recovery, and community integration. Additionally, the position serves as a key liaison between internal departments and external service providers while ensuring high-quality and client-centered care.
Key Responsibilities

Recruit, hire, train, and retain a multidisciplinary ACT team, including a psychiatrist, nurses, outreach advocates, peer counselor, and office manager, dedicated to serving individuals with severe mental illness who have not benefited from traditional treatment approaches.

Ensure adherence to ACT evidence-based practice (EBP) standards.

Provide ongoing supervision, training, and performance management for team members.

Develop and maintain a 24/7 on-call system, including backup coverage and scheduling.

Oversee timely and accurate completion of all client documentation, including assessments, treatment plans, medication reviews, and progress notes.

Coordinate care with internal teams and external community providers.

Promote and maintain a safe working environment for all staff.

Lead daily team meetings to review client caseloads and develop effective strategies focused on housing stability, clinical progress, and employment outcomes.

Expand outreach and assessment capabilities to ensure service coverage across the designated five-county catchment area.

Optimize the use of psychiatric services for team support, clinical assessments, interventions, medication management, and direct client care.

Ensure accurate and timely use of electronic medical records, including data entry and service completion tracking.

Maintain strict confidentiality and ensure compliance with HIPAA regulations, CARF standards, and Maryland state requirements.

Conduct monthly supervision and coaching sessions with direct reports.

Perform additional duties as assigned by the Vice President.
Qualifications

Demonstrates personal stability, flexibility, energy, and a strong commitment to serving individuals with chronic mental illness.

Holds current CPR and First Aid certifications, along with a valid driver’s license and a safe driving record.

Possesses excellent verbal and written communication skills.

Master’s degree in Social Work, Counseling, Psychology, or a related field; qualifies as a Licensed Mental Health Professional. Clinical supervisory experience preferred.

Minimum of three (3) years of direct supervisory experience, including team leadership and program development.

Strong knowledge and practical application of mental health treatment concepts, including diagnosis, medication management, crisis intervention, systems theory, group and individual therapy, and behavior management.

Proven ability to collaborate effectively with community treatment resources such as mental health clinics, emergency departments, hospitals, and private psychiatrists.

Meets all credentialing and privileging requirements as outlined in organizational policies and procedures.
