Asset Manager – Rights of Way, Transactions, and Leasing - Natural Resource Specialist 4 (NRS4)

Duties

Responsibilities:
This position independently supports region and agency efforts to acquire easements, grant easements, and resolve trespasses. This position serves as an agency expert on rights-of-way (ROW) granting and acquisitions. Responsibilities include ensuring that projects on state lands meet obligations to the trusts, are consistent with applicable laws and policy, and bring sensible and sustainable solutions to complex problems. This position will research, coordinate, and prepare ROW agreements, assist with evaluating and processing Land Transactions, assist internal and external customers with ROW needs, and track and coordinate responses or actions to trespasses. This requires the ability to work closely with both internal and external partners across a number of disciplines, including real estate, contract law, forestry, engineering, agriculture, utilities, natural resources sciences, environmental law, and more. The position is an excellent opportunity to expand your abilities in these areas while also developing your knowledge of history in relation to state trust lands.

This position also supervises and provides technical expertise and practical guidance to the Contract Specialist 1, who manages Land Use Licenses and the Region Special Forest Products (SFP) program. This includes overseeing the processes and procedures for auctioning SFP leases, selling SFP permits, and issuing other permits related to actions on state lands.

Qualifications

Required Qualifications:

• A bachelor’s degree in natural resources, engineering, real property, or a similar/related field;
  AND two years of professional experience in right-of-way, land transactions, forestry, real property, contracts, engineering, or surveying.
  OR a combination of equivalent education and/or experience.
• Experience and competency planning, negotiating, budgeting, and collaborating with diverse customers/partners.
• Experience evaluating characteristics of complex proposals and agreements that may have financial, management, and other significant ramifications.
• Experience with computer applications, word processing, Excel spreadsheets, and other proprietary databases to process documents, retrieve information, and track workload.
• Experience utilizing GIS to research and map ROW related issues and edit or work with others to supervise edits.
• Knowledge of real estate law related to processing Rights of Way documentation; Real Property appraisal practices including appraising land and road values utilizing county assessor data and other information related to timber harvest and new road construction; allowable uses of land related to Land Use Licenses; and processing Land Transactions.

• Mostly office, with occasional needs for field visits to remote, rugged, steep, rocky sites requiring access via substandard off highway roads or foot. Field visits can occur year-round and in all types of weather conditions.
• Occasional travel, generally no more than 2 overnight visits per year.

• Knowledge of DNR’s asset management and trust land management responsibilities and practices.
• Knowledge of Forest Practice Regulations and SEPA.
• Additional education specializing in business administration, communication site program, or land management enhancement is desired.
Experience managing assets across large forested landscapes with complex levels of public interest is desirable.
