Assistant Engineering Manager

Objective of Role
Support the Facility Manager in Engineering by providing technical, operational and analytical support for all building services maintenance related issues, day to day operations.
To provide center of engineering expertise on supplier relationship/performance management and key developments within the above categories as they impact the site

Key Responsibilities and Deliverables
  • Through a detailed understanding of Engineering issues, provide sound advice and support to the property taking into account legal and regulatory requirements, operating procedures and industry best practices, supply chain capabilities, impact of new technology and changing client/tenant demands
  • Act as the Engineering ‘expert’ in regard to operational issues, and co-ordinate/support a ‘solutions’ team comprising.
  • Monitor and analyze supplier performance in order to identify trends likely to indicate poor performance or supplier excellence including the monthly management of Key Performance Indicators (“KPIs”)
  • Collaborate and identify cost saving and service/value improvement opportunities
  • Be familiar with new technology, especially in relation to developments that will improve the sustainability credentials of the property
  • Work with the Building Performance Manager to identify and implement energy saving initiatives.
  • Utilize smart systems and technology to optimize the building services, identify potential issues and assist occupiers to find efficiencies within their space.
  • Build & harness key stakeholder relationships including occupier engineering teams and their requirements and intentions to ensure there is a cohesive approach in planned maintenance and building events. Supporting the Head of Engineering & Head of Operations with potential challenging conversations.
  • Establish and maintain the highest quality Health & Safety regimes for the property; Maintaining and keeping up-dated the Health & Safety Policy document for the property, which also includes liaising with external consultancies as required
  • Develop close relationships across business streams including operations managers, community managers and building performance managers.
  • Undertake regular inspections of the property to monitor servicing, maintenance and compliance standards, report to the Manager on all relevant matters and action as appropriate.
  • Review the water hygiene logbooks, identify any non-conformances, and manage corrections through to completion
  • Review the Fire Risk Assessment, identify any non-conformances and manage corrections through to completion. Checking that all statutory testing is completed in line with best practice
  • Carry out on M & E monthly PPMs and external third-party site visits. Ensure a complete audit trail is present for any identified works, ensure that they are managed through to completion with the M & E service partner.
  • Liaison with contractors, service providers, consultants and specialists; Obtaining of quotations for works required at the property
  • Furthering the opportunities and needs for life cycle and planned maintenance of M & E and fabric maintenance for the property.
  • Establish and maintain proper records for the property, including financial, Health & Safety and Statutory requirements. Establish and maintain high quality health and safety arrangements, in accordance with best practice guidelines from central support under the JLL Risk reduction program.
  • Ensure adequate arrangements are formalized and provided for emergency and out-of-hours cover in line with JLL policy; To be "on-call" as necessary to respond to emergencies
  • Sharing of knowledge with the wider JLL teams to ensure best practice is shared in appropriate forums.
  • Such other general and special duties as may be required from time to time
  • To ensure reactive maintenance and day-to-day service requirements undertaken in a timely and cost-effective manner
  • Prepare site regulations and issue permits to work for all contractor activities on site
  • To work with other aspects of JLL's sustainability and energy management policy. Assist and liaise with building surveyors/architects/consultants on major works
  • To maintain, test and implement disaster planning procedures to cover all emergencies. To help organize and co-ordinate fire evacuation and bomb drills
Key Skills
  • Educated to degree level or equivalent technical qualification
  • Strong sub-contractor management experience including financial management, contractual management & relationship management.
  • Extensive experience of hard services operations or management
  • Able to demonstrate a broad range of key engineering services management skills including negotiation, influencing, project management, change management and commercial acumen
  • Provide support to the development of the regional and national procurement strategies for hard services, on an ongoing basis
  • Good written and verbal communication skills
  • Strong analytical skills and advanced knowledge of Excel
  • Strong presentation skills and confidence to demonstrate competence and experience
  • Personable and able to form strong working relationships with internal and external stakeholders up to senior level
  • Customer Service Skills and an approachable team player.
