Job Description

MINIMUM QUALIFICATIONS

Education

  • Graduation from an accredited college or university with a Bachelor’s Degree in Business Administration, Public Administration or a related field.
    • Or In lieu of a Bachelor’s degree four (4) years of progressively responsible experience in procurement management, including large-scale procurement of supplies, services, construction or professional services may be considered.

Experience

  • A minimum of ten (10) years of progressively responsible experience in procurement management, including large-scale procurement of supplies, services, construction or professional services.

Certification/Licensure

  • Must obtain certification from an accredited procurement program; the National Contract Management Association (NCMA), the Certified Professional Contracts Manager (CPCM) or an appropriate certificate program sponsored by the National Institute of Governmental Purchasing (NIGP) within two (2) years of hire date and maintain thereafter.

Preferred

  • Strongly prefer that at least five (5) years of total experience is in public sector procurement and/or a transportation organization with extensive senior management experience in development and implementation of major policies and procedures.

SUMMARY

The Assistant Chief Procurement Officer assists with the development and implementation of the Office of Procurement & Materials strategic plans and policies, as well as providing leadership and direction to the staff and other technical staff on a day to day basis. The incumbent has both internal and external facing responsibilities, ranging from leading staff development efforts and continuing professional development initiatives to promoting relationship building between the various offices, divisions and partnering agencies. The incumbent is responsible for procurement and materials management training and provides expert professional assistance to WMATA personnel in areas of responsibility. The incumbent is accountable for accomplishing departmental goals and objectives and for furthering the Authority’s objectives within general policy guidelines. The incumbent has full delegated authority to act in the absence of the Chief Procurement Officer.

ESSENTIAL FUNCTIONS

  • Establishes and implements policies and programs that ensure all activities of the Office of Procurement & Materials are effectively and successfully managed and supports the mission and values of the Authority.
  • Oversees and manages Authority-wide procurement, purchasing, and contracting policies and business processes in accordance with laws, regulations, policies, and ethical standards.
  • Assists management in the assessment and implementation of organizational design and measurement development.
  • Develops, recommends, implements and monitors strategic business plans and processes to effect positive organizational changes.
  • Assists in the development, implementation, and oversight of departmental policies, regulations, procedures, goals, long-range strategies, and schedules.
  • Manages all audit issues for the Office of Procurement & Materials and prepares responses to the Office of the Inspector General (OIG).
  • Completes special projects related to strategic planning, contract management, organizational effectiveness, inventory management and logistics support.
  • Serves as an advisor to management on procurement and logistics related issues.
  • Directs the selection of assigned staff, supervises subordinate staff and provides for their training and professional development; interprets the Authority’s personnel policy and procedures; is responsible for morale, productivity and discipline of assigned staff.
  • Assists in the development and modification of the Authority’s long and short range plans; directs the preparation and administration of the Office of Procurement & Materials budget.
  • Develops strategies to resolve potential problems on major contracts; manages activities effectively to meet the goals and objectives of the Office of Procurement & Materials.
  • Directs the preparation of a variety of periodic and special reports regarding assigned activities; represents the Authority, on an official basis, in various multi-government, multiagency procurement committees and in meetings with representatives of governmental agencies and professional and business organizations.
  • Monitors developments related to assigned areas of responsibility and evaluates the impact upon the Authority’s operations; recommends and implements policy and process improvements.
