Assistant Code Compliance Manager (Planning - Code Enforcement)

Position Summary

Assist in the administration, coordination, and supervision of programs and activities within the Code Compliance Division of the Planning Department. Coordinate assigned activities with other divisions and outside agencies; lead and direct operations related to housing and building inspection, neighborhood improvement, and zoning enforcement. Provide highly responsible and complex administrative support to higher level management staff.

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelors degree from an accredited college or university in urban planning, public administration, criminal justice, or related field; and

Seven (7) years of professional experience in planning, building inspection, construction/building code enforcement, or zoning code enforcement; and

To include: Three (3) years of supervisory experience.

ADDITIONAL REQUIREMENTS:

Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.
Possession of a City Operator's Permit (COP) within six (6) months from date of hire.
Possession of ICC certification in International Property Maintenance Code (IPMC) within one (1) year from date of hire.

Preferred Knowledge

  • Operational characteristics, services and activities of a comprehensive code enforcement program
  • Principle and practices of municipal zoning, housing, and nuisance abatement codes
  • Principles and practices of program development and administration
  • Modern and complex principles and practices of Housing Code and Zoning enforcement
  • Modern office procedures, methods, and equipment including computers
  • Pertinent Federal, State and local laws, codes and regulations
  • Comprehensive City Zoning Code Compliance
  • Uniform Housing Code Compliance
  • Principles and procedures of employee supervision
  • Principle and practices of legal procedures and court processes related to code enforcement
  • Principles and practices of municipal budget preparation
  • Modern office equipment including computers
  • Principles and procedures of record keeping

Preferred Skills & Abilities

  • Oversee and manage Code Enforcement Division operations, services, and activities
  • Select, supervise, train and evaluate staff
  • Interpret and explain City policies and procedures
  • Present planning issues, plans and solutions in a variety of meetings and public forums
  • Provide project management services for design, planning and construction projects
  • Prepare clear and concise administrative and financial reports
  • Analyze problems, identify alternative solutions, project consequences and proposed actions and implement recommendations in support of goals
  • Interpret, explain, and enforce City zoning policies and procedures
  • Supervise, train and evaluate assigned staff
  • Respond to requests and inquiries from the general public
  • Communicate clearly and concisely
  • Establish and maintain effective working relationships with those contacted in the course of work
  • Perform the essential functions of the job with or without reasonable accommodation
