Job Description and Duties
Under administrative direction, plans, organizes and directs either the service and staff programs or field enforcement programs of the Department of California Highway Patrol; advises the Commissioner on issues of policy and adminstration; serves as alternate to the Commissioner as assigned; and performs other related work.

Minimum Qualifications
A current permanent civil service appointment in the class of Chief, California Highway Patrol.General Qualifications
State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.Knowledge and Abilities
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
Knowledge of: Principles and techniques of administrative organization and management procedures and the problems involved in operating a statewide law enforcement agency; mission, organization, orders, rules, and regulations of the Department of California Highway Patrol; principles of personnel managment and supervision; police and traffic organization and procedures; Vehicle and Penal Codes; laws of arrest, rules of evidence, legal rights of citizens, and court procedures; Federal regulations affecting police communications; and current office methods and procedures.
Ability to: Plan, direct, and coordinate the activities of a large law enforcement organization; formulate and interpret policies and administrative regulations; establish and coordinate procedures to achieve uniform and effective application of policies and regulations; establish and maintain cooperative relations with other law enforcement and protective agencies; address audiences effectively; prepare clear and concise reports and correspondence; and analyze routine and emergency situations accurately and take effective action; interpret and apply the provisions of the California Vehicle and Penal Codes and other laws when applicable.
Examination Information

This examination will consist of a Statement of Qualifications (SOQ) screening process. A departmental evaluation panel will review and score the SOQ based on the competitive nature of each candidate’s relevant knowledge, skills, and experience.
If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.
A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
