Gatehouse Administration Center
Summary
Participates in the overall management of the administration of the Office of Benefits Services; provides day-to-day support and guidance on operational functions; manages budget funding requirements, plan design, and forecasting; participates in procurement initiatives and oversees vendor performance; manages risk and compliance; identifies complex problems, provides recommendations, and implements solutions aligned with business needs; leads in the planning, organizing, supervising, and evaluating the activities, program functions, personnel, physical, and fiscal resources of the assigned office; assists with strategic planning and goals.
Qualifications

Any combination of education and experience equivalent to a bachelor's degree in human resources, public administration, business management, business administration, or a related field.

Five (5) years of experience in benefits administration, some of which shall have been in a supervisory or leadership role.
- Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.

Knowledge of theories, procedures, practices, materials, and methods related to employee benefit programming.

Familiarity with applicable local, county, and state regulations, laws, and policies.

Skill in personnel, financial, administrative management, and data analysis.

Proficiency in the use of technology, data compilation, analysis, and reporting.

Ability to analyze a variety of administrative, operational, and fiscal problems and make sound recommendations for solutions.

Ability to manage and supervise program activities to ensure a program meets its goals

Ability to effectively lead teams in multiple projects.

Ability to establish and maintain collaborative working relationships with culturally diverse school-based personnel, central office staff, public entities, and vendors.

Ability to facilitate meetings and/or present information to groups.

Ability to communicate effectively, both orally and in writing.

Experience in employee benefit plan design, procurement, implementation, and vendor management.
- Experience in HCM acquisition and implementation.

Experience with the collective bargaining process.

CEBS certification.

SHRM-CP or SCP certification.

Knowledge of school organization, mission, and the requirements for the assigned function to accomplish the mission.
Major Duties/Essential Functions
- Assists with the management, evaluation, and modification of divisionwide benefits services operations for active employees, retirees, and their dependents.

Develops aligned strategies for achieving the goals contained within the Strategic Plan related to resource stewardship, monitors program results, and works directly with and is accountable to FCPS leadership.

Manages risk and matters of compliance related to local, state, and federal regulations, policies, and mandates.

Participates in establishing short-, medium-, and long-range programs to improve the effectiveness and efficiency of operations.

Administers, projects, and allocates assigned and required resources - physical, fiscal, and human.

Plans, executes, and manages the administration of designated employee benefits program life cycles, such as health/dental/vision insurance, pharmacy benefits, flexible spending accounts, voluntary defined contribution retirement savings, worker's compensation, short- and long-term disability, and family medical leave; and life insurance.

Integrates benefit funding requirements with strategy, translates goals into plan design, and forecasts financial reserve budgeting.

Identifies complex problems and reviews related information to develop and evaluate options and corrective solutions; establishing and maintaining a solution-based approach to issues in the workplace.

Participates in the selection or technical advisory committees during the evaluation of benefits provider requests for proposals
- Negotiates and/or manages contracts, grants, partnership agreements, and/or memoranda of understanding/agreements.

Manages and oversees vendor activities to align qualifications with goals, maintain contractual compliance tracking, and establish key vendor performance criteria.

Collaborates and coordinates across the department, and with personnel divisionwide, to accomplish the mission of the office, department, and school division.

Partners with internal offices to maximize resources, resolve member concerns, and ensure compliance with appropriate laws and procedures.

Assists in directing the completion of program statistics and ensures the development of appropriate reports, regulations, and related directives for Leadership Team or School Board consideration and action.

Represents the program, department, or the Division in negotiating or facilitating resolution regarding matters of significance.

Meets with, presents to, and/or makes recommendations to high-level officials or School Board.

Supervises and consults on special projects to ensure initiatives provide appropriate value and customer service for plan participants.

Reviews and drafts position summary documents during periods of legislative activity.

Performs related duties as required or assigned.

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
