Who we are and what we do:

TennCare is Tennessee's managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities. TennCare provides coverage for approximately 1.7 million Tennesseans and operates with an annual budget of approximately $14 billion. It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS). TennCare's mission is to improve the lives of Tennesseans by providing high-quality cost-effective care. Job Overview:

The Assistant Director of Contracts & Procurement is located within TennCare's Fiscal Division and reports directly to the Director of Contracts & Procurement. TennCare's Fiscal Division is responsible for the strategic and day-to-day management of the agency's budget and fiscal processes, ensuring that cost-effective care is delivered in a way that is sustainable for the state budget. Within TennCare's Fiscal Division, the Contracts & Procurement Unit supports the agency by engaging with all programmatic areas at TennCare to obtain needed services through contracting. The Assistant Director of Contracts & Procurement will work closely with the Director of Contracts & Procurement, TennCare's Office of General Council (OGC), the state's Central Procurement Office (CPO), and other key staff to manage and shepherd key procurements integral to TennCare's operations and priorities.

Key Responsibilities:

  • Serve as the solicitation coordinator on key competitive procurements, which includes overseeing and shepherding the full contract lifecycle from planning and solicitation through execution, monitoring, and renewal while ensuring compliance of State of Tennessee procurement laws and policies.
  • Maintain an in-depth knowledge of Contracts and Procurement rules, laws, and processes which result in contractually binding agreements for TennCare services.
  • Support and advise other TennCare programmatic areas on competitive procurement process creation (RFP/RFQetc.), procurement training, and project management.
  • Work collaboratively across the Contracts & Procurement Unit, while supervising a small team within the unit, to ensure daily contacts-related tasks meet the standards for timeliness and adherence, as outlined in the most recent Procurement Procedures Manual, and other regulations promulgated by the Central Procurement Office and the Division of TennCare.
  • Timely and accurately document, track, and plan for continuity of contracted services.
  • The successful candidate will combine strong technical knowledge of state procurement practices with exceptional communication, organization, and problem-solving skills.
  • They will excel in a collaborative and mission-driven environment, demonstrating professionalism, sound judgment, and a commitment to providing excellent customer service.
  • The ideal candidate will be able to communicate effectively and build strong working relationships with a wide range of individuals including executive leadership, program staff, advocates, and external stakeholders while advancing TennCare's mission and values.

Minimum Qualifications:

Education and Experience: Graduation from an accredited college or university with a bachelor's degree in business administration, public administration, or other related acceptable field and experience equivalent to five or more years of full-time professional fiscal services, procurement, or contract management work including, at least, one year of experience in the supervision of staff.

Substitution of Experience for Education: Qualifying full-time professional experience may be substituted for the required education, on a year-for-year basis, to a maximum or four years (e.g., experience equivalent to one year of full-time work in professional services may substitute for one year of the required education).

Substitution of Graduate Education for Experience: Additional graduate course work credit received from an accredited college or university in business administration, public administration, or related acceptable field may substitute for the required experience on a month-for-month basis to a maximum of one year.

Desirable Qualifications:

  • Two or more years current or past Contract(s) and Competitive Procurement knowledge and experience is preferred.
  • Two or more years of supervisory experience is preferred.
