Prince William County is seeking an experienced financial systems and data analytics leader to serve as the next Assistant Director of Finance for Financial Systems. This role offers the opportunity to lead system improvements and implementations that support County operations, work with leadership across the organization, and help shape the future of financial systems, reporting & analytics, and processes for a large, growing local government.

This position goes beyond system administration — it is a strategic leadership role responsible for modernizing systems, improving processes, supporting County departments, and ensuring that technology and financial operations work together to serve the County efficiently and effectively. The selected candidate will have the opportunity to lead major system initiatives, enhance reporting and dashboards, work across departments Countywide, and make a lasting organizational impact.

About This Role: The Assistant Director of Finance for Financial Systems provides strategic oversight and leadership for the County’s financial and program management systems. This position is responsible for reviewing and improving program management system operations and implementing systems, reporting, analysis, and dashboards that are critical to the County’s mission and service delivery.

This role manages multiple functions, areas, and professional and technical staff, and significant resources, and is responsible for program outcomes that impact departments across the County. The Assistant Director works collaboratively with Finance leadership, Information Technology, County departments, and external partners to ensure systems are efficient, reliable, and aligned with organizational needs.

Key responsibilities include:

  • Leading the strategic planning, implementation, and ongoing management of financial management systems.
  • Reviewing and improving system operations to increase efficiency, accuracy, and internal controls.
  • Managing multiple assigned functions and/or areas and significant resources, including supervision of professional and technical staff.
  • Managing and overseeing outside vendors and consultants, including system implementation vendors, software providers, and support contractors.
  • Developing and managing the budget for financial systems and related programs.
  • Leading cross-departmental initiatives and coordinating system improvements across multiple functional units.
  • Ensuring systems meet the needs of internal departments and external customers.
  • Establishing performance metrics and ensuring accountability for program outcomes.
  • Supporting financial reporting, budgeting, procurement, grants, payroll, and other enterprise functions through effective system management.
  • Establishing data analysis, reporting and dashboards to support the Department of Finance and other County needs

Minimum Requirements: High school diploma or G.E.D. and 8 years of related experience working with financial systems, ERP systems, budgeting systems, procurement systems, payroll systems, grants systems, or other enterprise financial/program management systems; managing system implementations or upgrades; overseeing financial operations or system operations; performing data analytics and reporting and managing projects or programs that impact multiple departments or functional areas.


Preferences:

  • Master’s degree in Information Systems, Finance, Accounting, Public Administration, Business Administration, or related field.
  • Experience with ERP system implementation or major system upgrade, preferably with Oracle
  • Experience managing financial systems in a government environment.
  • Finance or Accounting Certification
  • Project Management Professional (PMP), or similar professional certification.
  • Experience leading cross-departmental strategic initiatives.
  • Experience with data analytics, reporting tools, or business intelligence systems.
  • Experience with systems to support financial statement preparation; preferably for a local or state government with an Annual Comprehensive Financial Report (ACFR).
  • 3 or more years of supervisory experience.

Special Requirements:

  • Must pass DMV record check.
  • The selected candidate’s offer is contingent upon the successful completion of a background investigation, which includes a Criminal History Check, I-9, and E-Verify requirements.
  • The selected candidate will also be required to complete a Statement of Economic Interest form in accordance with Va. Code §§ 2.2-3114, 2.2-3115, and 2.2-3116.
  • A driver’s license may be required depending on operational needs.
  • Position may be required to work outside regular office hours during financial system implementations, upgrades, or critical financial reporting periods.
Work Schedule: This is a full-time, 37.5 hours per week, exempt-paid position with a typical schedule of Monday - Friday 8:00 am – 5:00 pm. This is a telework-eligible role with some in-office requirements based upon business need. The position may change to in-office schedule if business needs change.

Starting Salary Range: $140,000.00 - $172,000.00 Annually
