Purpose of Position:
Under direction of the Director of Personnel Management, assists in the development and implementation of programs in the areas of recruitment, selection, examination and testing, performance appraisal, employee relations and benefits, and occupational health and safety; assists in administration of Corporation’s personnel management program to insure consistent application, interpretation and compliance with Corporation personnel policies, rules and regulations.
Examples of Typical Tasks:
1. As assigned, supervises and coordinates functional activities relating to recruitment and selection, examination and testing, performance appraisal, merit rating systems, employee relations and safety programs in accordance with the Corporation’s personnel rules and regulations.
2. Assists in the establishment of policies, programs, goals and priorities for assigned personnel programs and implements and integrates these within the overall corporate personnel management framework.
3. Identifies and recommends solutions for personnel problems in the assigned areas by conducting special studies, analyses and research in such areas as: employee morale, recruitment, manpower utilization, productivity, absenteeism, grievance procedures, suggestion programs, retirement, health and insurance plans and safety programs, counseling activities, retention programs and broadbanding.
4. Insures that personnel programs, policies and procedures are developed and applied in consideration of views of management and employees.
5. Prepares activity and special reports in connection with functional activities.
6. Conducts and/or participates in meetings and represents the Director in conferences with other corporate units and outside agencies, including the New York City Department of Citywide Administrative Services.
7. Recommends and implement policy changes to promote increased organizational effectiveness.
8. Acts for the Director in the latter’s absence and in designated operational personnel units.
1. A Baccalaureate degree from an accredited college or university in business administration, public administration, management, psychology; and,
2. Six (6) years of full-time paid experience in personnel administration, employee relations and management, three (3) years of which must have been in a high level personnel administration capacity in a large public or private organization; or,
3. A satisfactory equivalent combination of education, training and experience.
