General Functions:
This role assists the Shift Supervisor with directing and overseeing the daily operations of the assigned shift in the Communications Center shift. Responsible for coordinating activities, assessing and supporting technical/staffing needs of the Communications Center.
General supervision is received from the Dispatcher Supervisor or Fire Communications Center Assistant Manager, who reviews work and evaluates performance based on efficiency, effectiveness and adherence to established procedures.

Florida 911 Public Safety Telecommunicator (PST) certification.

The Assistant Dispatcher Supervisor Promotional Assessment has been developed with the intent of creating an eligibility list of qualified candidates for anticipated promotions. The Assistant Dispatcher Supervisor list will be maintained for two years from certification unless a shorter period of time is agreed to by Orange County and Local 2057.
In accordance with the IAFF Local 2057 Collective Bargaining Agreement, Article 22.03, ¿In the event a list is exhausted, and a test must be given early, the timeframe to post the notice shall be mutually agreed upon. The time frame for this test will be 140 days and has been mutually agreed upon.
Based on the Minimum Qualifications listed in the job posting, all Orange County Fire Rescue Department Dispatchers who are eligible are encouraged to participate in the promotional process.

Special Instructions for applying for the Assistant Dispatcher Supervisor promotion process:
To apply for the Assistant Dispatcher Supervisor position, employees need to complete an Orange County online application. PROMOTIONAL PROCESS INFORMATION:
Once the Final Promotion Eligibility List is established, it will be published on the Final Promotion Eligibility Informational Bulletin.
Candidates can log into Target Solutions starting from June 09th, 2026, to view the study material. Please be advised that there will not be an in-person orientation and no opportunity to ask questions through Target Solutions.
Portion I- Written Knowledge Test
Date: October 28th, 2026
Time: 9:00am
Location: Largo Training Room, IOC I, 450 East South Street, Orlando, FL 32801 (Location, date, and time are subject to change)
Appeals for the Written Knowledge Test:
Candidates will have the opportunity to appeal the multiple-choice test immediately upon completing their test, and appeals will end no later than one hour after the end of the test.
Candidates will be given the opportunity to enter the appeal room. Each candidate will be provided with the Test Answer Key, along with a copy of their answer sheet. Should they decide to appeal any question from the test, they will be required to fill out an official appeal form. There will be no discussion regarding any testing material or appeal outcome.
Once all candidates have been given the opportunity to appeal their test, SMEs will evaluate each appeal and make their final determination.
Portion II- Performance-Based Assessment
Date: October 29th, 2026
Time: Individual report times will be between 9:00 a.m. and 2:00 p.m.

All candidates will be notified of their exact reporting time through their department email or IB.

Appeals for the Performance-Based Assessment:
The exact process to submit appeals for the assessment center will be confirmed on the day of the test. The Exam Review Committee, without using the name of the individual appealing, will review all appeals. The decision of the Exam Review Committee is final.
Required Dress
Candidates must be in an appropriate uniform (Class ¿C¿ as described in SOP 009).
Identification Card: All candidates must present a valid original picture ID at the Written Test and Performance-based Assessment. If you do not present a picture ID, you will not be allowed to participate in the promotional process.
All correspondence, including any schedule or location changes will be sent to the candidate¿s departmental email. It is the individual candidate¿s responsibility to check their email on a regular basis.
SENIORITY AND EDUCATIONAL POINTS (Article 22.07):
Implementation of Paragraphs B and C shall commence at the appropriate testing cycle starting in 2016. Employees having a passing score on all portions of the promotional test process and who are eligible for the promotional list will have percentage points added to the score for career accomplishments as outlined below. Points must be declared by the job closing date for the promotional process. The method of declaration will be identified in the posting for the job opening or in an official department communication at the time of the posting for the job opening. Paragraphs ¿A¿ and ¿C¿ are for all bargaining unit employees. Paragraph ¿B¿ is for Operations employees only.
a) Up to two (2) points will be added for the first seven (7) years in grade for employees taking the promotional exams. The points will be prorated on a basis of 0.0239 points per month as of the promotional process start date. Points will be based upon the applicant¿s time since attainment of the grade specified in the minimum qualifications for the tested position. For Lieutenant, time in grade will include firefighter and engineer.
b) Two (2) points will be added to the score of an applicant who is a locally certified paramedic provided that the local certification has been maintained since the time of obtainment and the applicant declares their intent to use these points as stated above. If an individual has dropped their paramedic certification, they shall not be able to reinstate their certification for testing points within less than two (2) years prior to the date of exam. If these points are utilized, the employee must maintain paramedic to maintain the rank. After ten (10) years a person that has been promoted, may apply to drop their certification and the request will be evaluated on a case by case basis.
c) Additional points will be added to the score for those taking the promotional exam for one of the following certifications/degrees, provided the applicant declares their intent to use these points as stated above:
HazMat Technician (for Operations Only) .5
Obtain all 6 technician-level certifications as approved
by the Training Division: Hazardous Materials, Trench
Rescue, Structural Collapse, Rope Rescue, Vehicle/Machinery
Rescue, Confined Space (for Operations Only) .5
Currently hold the rank of Engineer 1
Current Paramedic Preceptor (I or II) for 2 years or longer .5
Orange County Relief Driver qualification (Engineers promotion only) .5

Employees possessing more than one degree shall designate, at the time of application, which single degree will be used to calculate the educational points awarded. Degrees from a U.S. Department of Education or Council for Higher Education (CHEA) accredited college or university qualify for the purpose of awarding the higher number of educational points as set forth above.
d) The maximum number of points an individual may receive shall be eight (8).

TESTING PROCESS:
Portion I will consist of a Written Knowledge Test. The Written Knowledge Test will include items based directly from the study materials list and items directly related to on-the-job activities that will measure specific applications of job knowledge and department regulations.
Portion II will consist of a Performance-Based Assessment that will include two exercises, which will be video recorded. The exercises included in Portion II involve specific work-related situations. The deidentified candidate will be given a fixed amount of time to develop their responses. The candidate responses will be evaluated by a panel consisting of trained evaluators from outside the department. All eligible candidates will participate in Portion 1 and Portion 2.
The promotional process for the Assistant Dispatcher Supervisor position will include the following components and will be weighted accordingly.
Portion I- Written Knowledge Test (40%)
Portion II- Performance-Based Assessment (60%)
CUT SCORE:
Deidentified cut scores will be set after the consultant reviews the data for the following factors:
Natural breaks in the data
Psychometrics of the test
Distribution of scores
Utility the test is supposed to serve, i.e., providing an adequate number of candidates for the promotional procedures to serve the County's needs.
When a determination is made regarding employees moving on to the next step in the promotional process, this will be done based on score and performance without knowledge of the candidate's identity. Selected personnel would then be placed on the final promotional list.
