The State Highway Administration’s (SHA) Office of Maintenance is recruiting for an Assistant Division Chief - Contracts and Procurement (Administrator V) in Anne Arundel County. This position is open to anyone who meets the minimum and selective qualifications listed below. The resulting list of eligible candidates will be used to fill this vacancy or function only. Nature of Work: This position functions as the Assistant Division Chief of the Highway Maintenance Division. The position's primary function is to provide direction, management, and leadership to the Contracts and Procurement Section in the Highway Maintenance Division and to take on the overall functions and responsibilities of the Division Chief and acts on behalf of the division in his/her absence.
This section is responsible for all contracts and procurements statewide, valued over $25,000, under the delegation of the Administration's Deputy Administrator/Chief Engineer for operations to ensure that the establishment of these contracts have been in compliance with all SHA, state and federal requirements and regulations. These contracts & procurements vary in their range and complexity from maintenance, small business reserve, Coordinated Highways Action Response Team (CHART) contracts, statewide commodity procurements, and innovative contracting.

Training Magazine’s Training APEX Awards winner for the sixth consecutive year."Minimum Qualifications:Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six (6) years of experience in administrative or professional work.
Selective Qualification: Three (3) years of the required experience must include reviewing plans, special provisions, and estimates of maintenance and/or commodity contracts to ensure compliance with applicable procurement rules and guidelines.
- This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or abilities). No substitutions are allowed for a selective qualification.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a bachelor’s degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a master’s degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
