Position Overview

We are seeking to hire an Assistant Division Manager for our Conciliation and Mediation Division for our Chicago or Springfield office. This position serves under the direction of the Senior Public Service Administrator, Division Manager and is responsible for serving as the agency’s liaison for providing policy analysis, guidance, and consistent technical assistance to division Labor Conciliators, as well as contractors, business agents and other interested parties who seek IDOL assistance in enforcement of and compliance with the Prevailing Wage Act, Employee Classification Act, IL WARN Act, VESSA, Equal Pay Act of 2003, Employee Sick Leave Act, and other program mandates. Essential Functions

  • Provides policy and enforcement analysis, guidance, and consistent technical assistance to Labor Conciliators in the division, as well as employers, business agents and other interested parties who seek IDOL assistance in enforcement of and compliance with the Prevailing Wage Act, Employee Classification Act, IL WARN Act, Preference Act” with “Employment of Illinois Workers on Public Workers Act, Employee Sick Leave Act, Preference Act, State Construction – Female and Minority Survey State Services Prevailing Wage Survey, Personnel Records Review Act, Whistleblower-Child Care Act, Whistleblower-EPA Act and other program mandates.
  • Serves as Assistant Division Manager of the Conciliation and Mediation Division implementing and evaluating goals and objectives and policies and procedures for the Division.
  • Serves as full-line supervisor.
  • Coordinates the division’s fiscal tracking process.
  • Investigates complaints and alleged violations of laws enforced by the division.
  • Represents the agency at meetings with community groups, advocates, interest groups, and government agencies.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Two (2) years of experience conducting investigations of possible violations of labor, civil rights, human rights, human resources, or other complex laws and rules.
  • Two (2) years of experience with mediation, settlement, and preparing cases for litigation.
  • Two (2) years of experience working with state and federal labor, civil rights, or human rights laws.
  • Two (2) years of experience in laws concerning employment discrimination or other labor and employment protections.
  • Two (2) years of managerial, supervisory, or leadership experience, including overseeing a team or departmental operations and performance.
  • Two (2) years of experience managing employee schedules and time-off requests, managing employee discipline and development, working with collective bargaining agreements, and addressing employee conduct and disputes.
  • Two (2) years of experience exercising judgment and discretion in developing, implementing, applying, and interpreting departmental policies and procedures and evaluating procedural methods and performance standards.
  • Two (2) years of experience analyzing administrative programs and adopting effective courses of action for program deployment and implementation.

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • This position is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. This job may require a good deal of walking or standing, or involves sitting most of the time with some pushing and pulling of arm or leg controls.
  • Requires completion of a background check and self-disclosure of criminal history.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.)requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
