Job Description:

Join the Oregon Department of Land Conservation and Development (DLCD) as an Assistant Housing Acceleration (Planner 2) on the Acceleration Team within the Policy Wing in our Housing Division. The incumbent will support the implementation of Statewide Planning Goal 10 – Housing by conducting research, analyzing data regarding housing that has been recently produced, assessing real-world barriers to housing production, and helping local governments address findings by taking actionable next steps.

The Acceleration Team leads audits and reviews of local development codes, regulations, and policies to increase housing production, affordability and choice for local governments in the Acceleration Program. It is advantageous for the occupant of this position to bring strong analytical skills, local government planning experience, and lived or professional experience working with historically and currently underserved and under-resourced communities. This role will also support the administration of grants and technical assistance to local governments throughout the state and contribute to the work across the Housing Division, especially the work lead by the Strategy Team within the Policy Wing.

This position will also support ongoing rulemaking activities related to the implementation of House Bill 2138 adopted in the 2025 Oregon Legislative Session. The incumbent will be asked to research and analyze state policies, regulatory frameworks, best practices, and development economics to inform Oregon Administrative Rules.

A day in the life as the Assistant Housing Acceleration Planner you will:

  • Provide technical assistance to local governments in Oregon to plan for sufficient housing supply, sufficient affordable housing supply, and increased equity of housing outcomes for marginalized and excluded communities
  • Conduct analytical and field research to identify regulatory, procedural, and infrastructure-related barriers to housing production, affordability, and choice
  • Evaluate local government progress toward reaching housing production goals and recommend priority locations for state assistance
  • Support Acceleration Program audits and acceleration agreement developments as directed under the Housing Acceleration Program described in OAR 660-008
  • Work and coordinate with interested parties, other state agencies, and local governments on these issues, with an emphasis on engaging historically and currently underserved and under-resourced communities in discussion of draft and revised program approaches
  • Prepare technical memos, findings summaries, compliance reviews, and other housing planning documents that support Goal 10-Housing Requirements
  • Research and analyze state policy related to middle housing, accessory dwelling units, single-room occupancies, and prefabricated dwellings to inform the development of Oregon Administrative Rules.

Minimum Qualifications

A master's degree in Community, Urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field;

OR

A bachelor's degree in urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field AND one year of progressively responsible planning experience related to the job;

OR

Four years of progressively responsible planning experience related to the job;

OR

An equivalent combination of relevant education, training, and experience.

We’re Also Looking for:

  • Ability to solve a variety of planning problems relating to implementing statutory and administrative rule provisions for sufficient housing supply, sufficient affordable housing supply, and increased equity of housing outcomes for historically underserved and under-resourced communities.
  • Through education and experience, knowledge of housing issues at the local, state, and national level to the assigned work.
  • Education and experience to determine appropriate methods of research for individual projects
  • Proficiency in writing to prepare technical memos, formal correspondence, bulletins, model ordinances, and other explanations to assist local governments.
  • Oral presentation skills sufficient to conduct or assist in conducting training sessions, technical workshops, and public forums.
  • Strong project, task, and timeline management skills in highly collaborative, remote work environments
  • Iterative thinking style and comfort with dialogue regarding differing perspectives to generate well-rounded group decisions
  • Ability to develop and maintain relationships with community and regional leaders to identify and resolve issues involving housing that DLCD can reactively or proactively address.
  • Lived or professional experience serving individuals from historically and currently underserved and under-resourced communities.
  • Training or experience in fair housing, equity practices, or applied ethics
  • Spanish language fluency. Individuals with fluency in other languages are also encouraged to apply.

  • The salary listed is the non-PERS qualifying salary range. If the successful candidate is a PERS participating member, they will have the base salary increased by 6.95% and pay the 6% employee contribution to PERS. Successful candidates who are not yet a PERS participating member, will receive the 6.95% pay increase and begin the 6% employee contribution upon participating in PERS. DLCD employees are eligible for step increases on an annual basis, up to the top of the classification salary range.
