Summary

JOB SUMMARY NON-UNION

The Assistant Human Resources Business Partner (AHRBP) provides support to the Human Resources Business Partner (HRBP) team by assisting in the delivery of HR services aligned with Cook County Health (CCH) business objectives and operational goals. This role provides hands-on experience in areas such as employee relations, organizational development, workforce planning, and talent strategy. Unlike administrative HR roles, this position is designed to grow foundational knowledge in HR consulting and business alignment in a healthcare setting. The AHRBP engages directly with managers and employees on HR topics, helps assess workforce needs, and contributes to solutions that support employee engagement, compliance, and performance.

TYPICAL DUTIES

  • Assists HRBPs in delivering services across performance management, workforce planning, employee relations, and change management.
  • Provides research, coordination, and support for workplace investigations and employee engagement initiatives.
  • Prepares case summaries, HR metrics, and documentation in collaboration with senior HR staff to inform decisions and monitor trends.
  • Offers guidance on HR policy interpretation and procedural compliance to frontline leaders and staff, escalating complex cases appropriately.
  • Collaborates with other HR teams (recruitment, classification & compensation, HRIS, and organizational development) on strategic projects.
  • Assist with coordinating employee feedback sessions, talent review processes, and departmental reorganizations.
  • Tracks and analyzes HR indicators (e.g., turnover, disciplinary trends) in support of proactive interventions.
  • Participates in leadership coaching sessions, employee meetings, and labor relations discussions alongside experienced HRBPs.
  • Maintains discretion in handling employee data and confidential information.
  • Contributes to the continuous improvement of HR services, tools, and communication strategies.
  • Performs other duties as assigned to support the HR Department and Business Partners.

This position is exempt from Career Service under the CCH Personnel Rules .

Minimum Qualifications

  • Bachelor’s degree from an accredited college or university with one (1) year of Human Resources (HR) experience, is required. (Official transcripts are required at time of interview)

OR

  • A High School Diploma or equivalent with four (4) years of Human Resources experience, is required. (High School Diploma is required at time of interview)
  • Experience and familiarity with HR concepts such as employee relations, performance management, and HR compliance, is required

Preferred Qualifications

  • A degree in Human Resources, Industrial/Organizational Psychology, Business Administration, or a related field, is preferred
  • HR experience in a healthcare or public sector setting is preferred
  • Experience working in a unionized setting is preferred

Knowledge, Skills, Abilities And Other Characteristics

  • Strong organizational and time management skills
  • Proficiency in Microsoft Office and basic HR information systems
  • Knowledge and basic understanding of HR laws and regulations
  • Excellent verbal, written communication, and interpersonal skills necessary to communicate with all levels of staff and a patient population composed of diverse cultures and age groups
  • Exceptional organizational skills and the ability to prioritize, plan, and organize projects and tasks
  • Ability to handle sensitive information with discretion
  • Analytical and creative thinker unafraid to contribute to the team
  • Willingness to learn and grow within a dynamic HR environment
  • Demonstrate analytical and organizational, problem-solving, decision-making, critical thinking, and conflict management/resolution skills

PHYSICAL AND ENVIRONMENTAL DEMANDS

This position is functioning within a healthcare environment. The incumbent is responsible for adherence to all hospital and department specific safety requirements. This includes but is not limited to the following policies and procedures: complying with Personal Protective Equipment requirements, hand washing and sanitizing practices, complying with department specific engineering and work practice controls and any other work area safety precautions as specified by hospital wide policy and departmental procedures.
