Job Purpose:
This position is responsible for managing Zong's compliance with the Pakistan Telecommunication Authority (PTA) cyber security regulatory framework, including the Cyber & Telecom Data Inspection, Security & Resilience (CTDISR) audit regime. The role encompasses regulatory payment obligations, active participation in policy formulation, and representation of the company in industry consultation frameworks. The incumbent will serve as the primary interface between Zong's technical teams, regulatory function, and the PTA on all matters pertaining to cyber security regulations, data protection, and digital infrastructure compliance.
Job Responsibilities:
1. PTA Cyber Security Regulatory Compliance
• Monitor, interpret, and implement PTA directives, guidelines, and regulations related to cyber security, including the Cyber Security Regulations for Telecom Operators and related statutory instruments.
• Coordinate with internal teams to ensure technical compliance with PTA-mandated cyber security standards (e.g., network security controls, threat monitoring, incident reporting).
• Prepare and submit required regulatory compliance reports, disclosures, and declarations to PTA within stipulated timelines.
• Act as the focal point for all CTDISR (Cyber & Telecom Data Inspection, Security & Resilience) audit processes conducted by PTA.
• Track and close audit observations, non-conformities, and improvement recommendations within agreed timelines.
• Maintain an audit trail of CTDISR findings and remediation actions for management reporting and future audit readiness.
2. Regulatory Payments & Financial Compliance
• Manage all regulatory payment obligations to PTA including Annual Regulatory Fees, Universal Service Fund (USF) contributions, R&D Fund contributions, and any other statutory levies.
• Maintain an accurate payment calendar and coordinate with Finance to ensure timely disbursement of all regulatory dues, avoiding penalties and surcharges.
• Review and validate PTA-issued demand notices, invoices, and assessment orders for accuracy; escalate disputes through appropriate regulatory channels.
• Maintain comprehensive records of all regulatory payments, receipts, and correspondence for audit and compliance purposes.
• Monitor changes in fee structures, spectrum charges, and other financial obligations arising from regulatory amendments or new PTA orders.
3. Policy Matters & Regulatory Advocacy
• Track and analyze national and international cyber security policy developments relevant to the telecom sector.
• Prepare briefs, position papers, and impact assessments on proposed PTA regulations, policies, and directives affecting Zong's operations.
• Represent Zong in PTA-led consultation processes, working groups, and industry forums on cyber security, data protection, and telecom regulatory matters.
• Prepare and submit formal written responses to PTA consultation documents, draft regulations, and public notices on behalf of the company.
• Build and maintain relationships with counterparts at PTA, Ministry of IT & Telecom (MoITT), and other relevant government bodies.
Eligibility Criteria (Education, Knowledge, Experience and Skills):

Work Experience:
• Should have preferably 6 years of relevant experience in regulatory affairs, compliance, or public policy within the telecom, ICT, or closely related sectors.

Skills – Job Specific:
• In-depth understanding of PTA's regulatory framework.
• Familiarity with CTDISR or equivalent telecom security audit regimes.
• Understanding of telecom regulatory payment mechanisms including spectrum fees, Annual Regulatory Fees, USF, and R&D Fund obligations.
• Ability to engage substantively with technical teams on network security and data handling matters from a regulatory compliance perspective.
• Proficiency in MS Office (Word, Excel, PowerPoint) for documentation, compliance tracking, and executive reporting.
