Job Purpose

Support and manage the full talent acquisition cycle while overseeing outsourced manpower operations and contributing to strategic manpower planning across Amrak's projects. Ensure timely hiring, effective supplier management, and alignment of workforce availability with operational and project needs in Facilities Management, Hospitality, and large scale project environments.

Job Responsibilities

1. Recruitment Strategy & Manpower Planning

  • Participate in developing manpower plans based on project schedules, client requirements, and operational forecasts.
  • Conduct periodic workforce analysis to identify shortages, surpluses, and future needs.
  • Collaborate with project managers to ensure accurate monthly and quarterly manpower forecasts.
  • Support the development of hiring strategies to ensure workforce readiness across all project locations.
  • Build strong pipelines of candidates for FM, hospitality, technical, administrative, and project based roles.
  • Utilize diversified sourcing channels, including local and overseas recruitment for high volume roles.
  • Maintain ongoing relationships with external recruitment partners and manpower suppliers.

3. Managing Outsourced Manpower

  • Oversee all outsourced manpower activities and ensure supplier performance meets contractual standards.
  • Monitor attendance, deployment, and rotation schedules for outsourced staff across projects.
  • Validate supplier compliance with company policies, KPIs, and Saudi Labor Law.
  • Review and approve manpower requests, mobilization timelines, and replacement plans with vendors.
  • Conduct regular audits and site visits to ensure service quality and operational readiness.

4. End-to-End Recruitment Management

  • Manage all stages of recruitment: sourcing, screening, interviews, assessments, selection, and offers.
  • Conduct competency based interviews aligned with Amrak's competency framework.
  • Ensure an efficient and professional candidate experience from application to onboarding.

5. Onboarding Coordination

  • Collaborate with HR Operations and project teams to execute onboarding activities.
  • Ensure new hires-direct and outsourced-are mobilized smoothly and on schedule.

6. Compliance & Documentation

  • Ensure recruitment and manpower operations comply with Saudi Labor Law, client SLAs, and internal policies.
  • Maintain accurate documentation, manpower reports, recruitment dashboards, and supplier performance metrics.
  • Support visa processing and government relations for overseas recruitment.

7. Stakeholder Engagement

  • Act as a key contact for hiring managers across projects.
  • Provide guidance on job descriptions, interview techniques, and selection decisions.
  • Communicate progress through weekly, monthly, and project specific hiring reports.

8. Employer Branding

  • Support initiatives that elevate Amrak's reputation as an employer of choice.
  • Participate in career events and recruitment campaigns.
Qualification and Experience
  • Bachelor's degree in HR, Business Administration, or related field.
  • HR certifications (CIPD, SHRM, CHRP) preferred.
  • 5-7 years of experience in talent acquisition with exposure to high volume, project based recruitment.
  • Experience managing outsourced manpower or manpower suppliers is essential.
  • Background in FM, Hospitality, Construction, or large project environments highly preferred.
Skills
  • Strong communication, negotiation, and stakeholder management.
  • Knowledge of manpower planning techniques and workforce metrics.
  • Experience managing outsourcing contracts and supplier performance.
  • Proficiency in ATS, HRIS, and reporting tools.
  • Ability to work under pressure and manage multiple vacancies.
