POSITION SUMMARY
Develop, oversee, and manage day-to-day operations of educational programs and services for the district. Plan, develop, and implement functions related to curriculum, instruction, and staff development. Use leadership, supervisory, and administrative skills to provide sound educational programs for students. Responsible for implementing best practices in order to increase student achievement and achieve the goals set out in the district’s strategic plan. Oversee daily operations of the student services and human resources departments.
ESSENTIAL DUTIES and RESPONSIBILITIES
The following statement of duties and responsibilities is intended to describe the general nature and level of work being performed by individuals assigned to this position. - Oversight of student services department: Curriculum, Instruction, and Assessment; Whole Child Services; Special Education.
- Oversee Human Resources duties as directed by the superintendent.
- Oversee hiring protocols and practices
- Oversee and coordinate employee investigations with HR Department
- Assist in the development of compensation and benefit structures for employment groups.
- Participate in leading negotiations with union leadership
- Work with Building Principals to manage “Title I” and “At Risk” programs; maintain district title and grant consolidated application.
- Gathers and compiles data needed for preparing internal/external reports; prepares such local, state, and federal reports, and grants; maintains statistical records as directed.
- Oversee the development and implementation of instructional and student support programs.
- Oversee professional development activities for the district, may include P.D. for new staff.
- Oversee new teacher academy and/or other onboarding programs for new employees.
- Ensure a staff development program which addresses curriculum needs.
- Monitor Accreditation processes.
- Coordinate and monitor the district school improvement process with Student Services
- Assist the Business Office in formulating and administering the budget in the areas of curriculum and instruction, Title and At-Risk, special education, and technology as it relates to instructional purposes.
- Provide leadership for the District Reproductive Health Committee.
- Provide leadership for the District School Improvement Team, or any such team
- Oversees the work of the Technology Advisory Committee, or similar governing body.
- In consultation with the Director of Technology, Director of Building & Grounds, and Director of Finance, and the District’s Technology Advisory Committee, maintains a functional and sustainable funding plan for electronic student learning devices in each school building.
- Work through building-level administrators in maintaining a district-wide K-12 testing and evaluation program with student outcomes being an integral measurement.
- Attend appropriate conferences, workshops, and seminars and represent the school district on local, regional, and state curriculum committees.
- Prepare reports and materials to provide administrative staff and the Board of Education with information relative to the instructional program.
- Implement/enhance communication networks to enhance the delivery, implementation, operation, and evaluation of the instructional program.
- Work with the Business Office to complete and file all processes for Federal and State education programs, including but not limited to all Title, At-Risk, and grant applications.
- Attend special events held to recognize student achievement and school-sponsored activities.
- Draft/Implement policy as needed.
- Support the Director of Curriculum, Instruction, and Assessment with State testing programs for the district, i.e., M-STEP, MME.
- Coordinate and/or provide support for focal testing programs, i.e., STAR, NWEA, etc.
- Oversee instructional initiatives so that they are sustained, such as PBIS
- Oversee all student support programs
- Oversee special education supervisors/programming
- Coordinate with VBISD regional special education director.
- Support the Director of Curriculum, Instruction, and Assessment in the coordination of teaching and learning coaches.
- Oversee and maintain teacher evaluation systems in conjunction with the superintendent’s office or by proxy.
- Support the coordination of the district’s efforts in developing and executing PLCs through the Director of Curriculum, Instruction, and Assessment and, other personnel.
- Respond to FOIA requests as needed or directed.
- Attend monthly board meetings.
- Attend student events.
- Assist with Title IX as directed by the superintendent.
- District 504 coordinator.
- Assist the Superintendent with the evaluation of building lead principals.
- Assist principals in evaluating building deans as needed or as directed by the superintendent.
- Perform other duties and tasks as assigned by the superintendent.
SUPERVISORY RESPONSIBILITIES
- Supervises principals, assistant principals, and directors in all areas of the district curriculum, instruction, technology, special education, and student support programming, or as assigned by the superintendent. Directly supervises administrative assistant and/or teachers on special assignment (MTSS, RtI, Title, and At-Risk funded programs, for example). Indirectly supervises all teachers in all areas of the district curriculum and its preparation, development, and execution. Responsibilities include goal planning, perpetuation of district vision and mission, assigning and directing work, training employees, and addressing complaints and resolving problems. EDUCATION and/or EXPERIENCE
- Master’s Degree or higher, Administration preferred.
- Valid teaching certificate with at least five (5) years of classroom experience preferred.
- Valid administrative certificate.
- Previous administrative experience required.
- Previous central office experience preferred.
- Experience with Federal programs preferred.
- Experience with data and assessment preferred.
- Experience with special education programming, management, law, etc., preferred.
- Experience with pupil accounting methods preferred.
- Experience with Curricular structures (vertical teaming, PLCs) preferred.
- Knowledge of STAR programming preferred.
- Knowledge of evaluative protocols preferred (5D, AdvanceED, etc.)
LICENSES, CERTIFICATES, REGISTRATIONS
- Valid Driver’s license at all times.
- Possess valid administrative certificate.
- Possess valid teaching certificate.
- Possess, or be in the process of possessing valid certification required for this position as set by superintendent or local, state, or federal requirements as it relates to the duties set forth herein.
