Local Title: ASSOCIATE BUYER

State Title: Purchasing Agent

JOB DESCRIPTION


JOB GOAL:

To assist Buyer and District personnel to effectively and efficiently procure required goods and services. Contribute to success of Purchasing Department and School District. Learn and demonstrate ability to perform buyer duties.


QUALIFICATIONS:

  • Minimum Associate Degree from an accredited educational institution.
  • Minimum of three (3) years of successful business experience, purchasing background preferred.
  • Experience with a mainframe based systems and software.
  • Comparable amount of training and experience may be substituted for the minimum qualifications.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of the procedures used in the procurement of equipment, materials and professional services. Knowledge and familiarity with mainframe based procurement software systems. Ability to complete complex tasks and continue work in the absence of immediate supervisor. Knowledge of School Board Purchasing Policies and Procedures, or ability to learn and apply same rapidly. Excellent skills in the use of grammar, spelling, and punctuation. Skilled in communicating effectively both orally and in writing. Ability to operate various office related equipment. Ability to interact successfully with co-workers, suppliers and the public. Skill in typing at a prescribed rate of speed.

SUPERVISES:

PERFORMANCE RESPONSIBILITIES:

  • Under supervision of Buyer, prepare work for School Board approval.
  • Answer and properly direct incoming phone calls.
  • Under supervision of Buyer, prepare and distribute bids, quotes and proposals and lead committees in RFP evaluations and bid award process.
  • Convert requisitions into purchase orders.
  • Tabulate bids, quotes and proposals.
  • Prepare purchase orders, requisitions, and change orders.
  • Distribute and maintain necessary purchase orders, quotes, bids, bid copies of purchase orders and item requests. May include filing or securing of copies, hard or electronic.
  • Maintain calendar for Buyer.
  • Assist in JD Edwards Training classes.
  • Assist district personnel with purchasing software system(s).
  • Open, sort and distribute mail.
  • Maintain catalog files for Buyer.
  • Follow attendance, punctuality and proper dress rules.
  • Ensure adherence to good safety standards.
  • Maintain confidentiality regarding school/workplace matters.
  • Exhibit interpersonal skills to work as an effective team member.
  • Represent the District in a positive and professional manner.
  • Demonstrate initiative in the performance of assigned responsibilities.
  • Respond to inquiries and concerns in a timely manner.
  • Keep supervisor informed of potential problems or unusual events.
  • Follow federal and state laws as well as School Board policies, rules and regulations.
  • Demonstrate support for the school district and its goals and objectives.
  • Prepare required reports and maintain appropriate records.
  • Participate successfully in the training programs offered to increase skill and proficiency related to assignment, particularly in areas of Buyer skills.
  • Perform other tasks consistent with the goals and objectives of this position.


PHYSICAL REQUIREMENTS:

Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force as frequently as needed to move objects.


TERMS OF EMPLOYMENT:

Salary and benefits shall be paid consistent with the District’s approved compensation plan. Length of the work year and hours of employment shall be those established by the District.


EVALUATION:

Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
