Associate Director, Active Transportation Resource Center (RSCH GNT PRG OFCR 4 RP)

Under the general direction of the Faculty Director of the Institute of Transportation Studies (ITS) and the co-Directors of the BicyclingPlus Research Collaborative, the Associate Director manages and coordinates the day-to-day operations of the Active Transportation Resource Center (ATRC) and the BicyclingPlus Research Collaborative. Implements established program plans and supports the administration of grant-funded activities, including oversight of program operations, coordination of course development, and facilitation of outreach and education activities. Supports and coordinates the executive committee, workshops and training activities, and the development and delivery of online and in-person curriculum. Facilitates stakeholder meetings and organizes symposia and other events. Manages program deliverables, supports compliance with funding requirements, maintains relationships with funding agencies and partners, and supports the dissemination of research into practice. Provides mentorship to staff and students, develops tools to improve program operations, and collaborates closely with the Director and co-Directors to support implementation of program goals and initiatives.

Qualifications

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

• Master’s degree in urban planning, engineering, transportation technology and policy or related field or an equivalent combination of education and experience.
• Experience administering and coordinating complex research or grant-funded programs, including program operations, compliance, reporting, sponsor deliverables, and grant or contract administration, including proposal support, award administration, monitoring, and compliance.
• Experience managing multiple concurrent projects or program activities involving competing deadlines and independent prioritization, while coordinating activities across multiple internal and external stakeholders, including academic, governmental, and partner organizations.
• Experience developing and implementing operational processes, tools, or systems to improve program effectiveness, including supporting or coordinating training, technical assistance, workshops, or educational programs.
• Advanced knowledge of program and grant administration principles, policies, and practices; as well as knowledge of research administration, sponsor requirements, and compliance principles.
• Demonstrated ability to analyze programmatic issues and exercise independent judgment in recommending and implementing solutions; and supporting or coordinating training, technical assistance, workshops, or education programs; Ability to provide functional guidance and coordinate the work of staff, students, or project teams.
• Demonstrated skill in stakeholder engagement, meeting facilitation, and cross-functional coordination.

Preferred Qualifications

• Professional Certification in Urban planning (e.g., AICP) or an equivalent combination of education and experience.
• Experience administering state or federally funded grants or cooperative agreements.
• Experience working in university research centers or multi-institution collaborations.
• Experience (8+ years) in the practice of active transportation at the local government level.
• Knowledge of active transportation, sustainable transportation, or mobility-related programs.
• Familiarity with California public agency or university administrative environments.
• Ability to interpret policies, procedures, and funding requirements and apply them in a complex operating environment.
• Strong written and verbal communication skills, including preparing reports, proposals, and presentations.

Department Overview

The mission of the Active Transportation Resource Center (ATRC) is to bring education, technical support, and guidance to active transportation project development and implementation across California. It is being administered through a partnership between the California Department of Transportation (Caltrans), the California Department of Public Health (CDPH), California State University, Long Beach (CSULB), and UC Davis. This position will require close working relationships between all partner agencies. The mission of the BicyclingPlus Research Collaborative is to conduct basic and applied research on sustainable transportation and work with policy makers and practitioners to implement change.

This position functions primarily as a research program operations and grant administration role supporting the Active Transportation Resource Center (ATRC) and the BicyclingPlus Research Collaborative under faculty leadership. The Associate Director is responsible for coordinating implementation of established program plans, managing day-to-day program operations, and ensuring effective administration of grant-funded activities, including reporting, deliverables, and sponsor compliance. The role emphasizes operational coordination across UC Davis and external partner organizations, including support for training delivery, technical assistance activities, communications, and event logistics. While the position interacts with faculty, advisory committees, and funding agencies, these activities are carried out in a support and coordination capacity to ensure successful implementation of program objectives rather than independent development of program strategy or policy direction. The scope of the role is therefore aligned with research grant program administration, focusing on execution, compliance, and coordination of funded program activities.
